On November 3, during his working visit to Manama (Bahrain) on the sidelines of the 19th annual conference on Islamic banking and finances, the Rais (Head) of Tatarstan Rustam Minnikhanov took part in the signing ceremony of a number of cooperation documents.

Thus, in the presence of the Rais of Tatarstan, a Memorandum on cooperation between AAOIFI and the Central Bank of the Russian Federation, which implies the entry of the Central Bank into the AAOIFI, was signed. This will strengthen the regulatory framework, jointly develop more efficient, standardized financial processes that meet the needs of stakeholders both in Russia and abroad.

On 3 November in his welcoming speech at a ceremony of opening the 19th annual conference on Islamic banking and finances in Manama, the main topic of which is “Leveraging Islamic Finance to Build a Sustainable, Efficient and Resilient Halal System for Muslim Economies”, the Rais (Head) of Tatarstan Rustam Minnikhanov thanked the King of Bahrain His Majesty Hamad ibn ʿIsa Al Khalifah and organizers of the conference for the opportunity for the Tatarstan delegation to take part in the forum and reminded that by an errand from Russian President Vladimir Putin he is the head of the Strategic Vision Group “Russia-Islamic World”. 

On 2 November upon his arrival on a working visit to the Kingdom of Bahrain, the Rais (Head) of Tatarstan Rustam Minnikhanov was welcomed by the members of the Royal family Shaikh Hamad bin Ibrahim Al Khalifa, His Highness Shaikh Faisal bin Rashid Al Khalifa, Shaikh Ebrahim bin Khalifa Al Khalifa, the Plenipotentiary Ambassador of Russia to Bahrain Aleksey Skosyrev and the Muharraq Governor Salman bin Isa bin Hindi in the International Airport of Manama.  

On 2 November, speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov with participation of the regional Prime Minister Aleksey Pesoshin and the Chairman of the State Council of the republic Farid Mukhametshin in the Government House of the republic with all municipalities taking part in it via video conference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported about harvest work advance and the development of seed breeding in the republic.

On 2 November the Rais (Head) of Tatarstan Rustam Minnikhanov gave an errand to ensure a quick transition of operating organizations to the autumn-winter regime of road maintenance. 

He said that the Weather center forecast snowy rain and icy road conditions in the nearest days and asked to step up traffic safety measures and proper maintenance of roads and pedestrian zones.

On 2 November the Rais (Head) of Tatarstan Rustam Minnikhanov gave an errand to ensure safety of residents during the coming holidays. 

On 1 November in the Government House of the republic the Rais (Head) of Tatarstan Rustam Minnikhanov had a meeting with the Dotor of Sciences in Geology and Mineral Studies, the Member of Tatarstan Academy of Sciences Renat Muslimov, whom he  congratulated  with his 90th birthday and handed him in the state award of the republic – the Medal of the Order For Merit to the Republic of Tatarstan for his special contribution into the development of oil industry of the republic, long time labour and scientific and public work.

On 1 November in the Government House of the republic the Rais (Head) of Tatarstan Rustam Minnikhanov had a meeting with members of the Youth Council BRICS countries where participants of the meeting were shown a video telling about a session of the council which took place on 31 October. The regional Minister for Youth Affairs Rinat Sadykov and the Chairman of the Academy of Youth Diplomacy Dilbar Sadykova, who moderated the meeting, told that the first in-person meeting of the Council collected about 40 delegates from nine countries – members of the BRICS, namely from China, Iran, the SAR, India, Egypt, Ethiopia, the UAE, Brazil and Russia. The event was organized by the Federal Agency for Youth Affairs, the regional Ministry for Youth Affairs, the “Russia-BRICS Project Office and the Academy of Youth Diplomacy.

On October 31, at speaking at a solemn ceremony held in the Kazan Kremlin and dedicated to honoring the teams of the men's field hockey club "Dynamo - Ak Bars" and the women's field hockey club "Ak Bars - Dynamo" - champions of Russia in field hockey (super league) of the 2024 season, the Rais (Head) of Tatarstan Rustam Minnikhanov congratulated the athletes on their well-deserved victories.

On October 30, the Rais (Head) of Tatarstan Rustam Minnikhanov arrived on a working visit in Moscow to take part in a meeting held by Russian President Vladimir Putin with members of the Russian Government aimed at the implementation of the state programme on integrated development of rural areas and prospects for the implementation of the state programme until 2030. During the meeting, Russian Minister of Agriculture Oksana Lut and the Governor of the Altai Territory Victor Tomenko made their reports. Other important pressing issues will also be discussed.
