The Department was established for the purposes of implementation enforcement of the Protection of Entrepreneurs` Rights Commissioner of the Rais (Head) of the Republic of Tatarstan of the main tasks, rights and obligations in accordance with the Law of the Republic of Tatarstan of 5 July 2013 No.54-ЗРТ referred to as “On the Commissioner for Protection of the Entrepreneurs` Rights”.

The major task of the Department is the organizational, legal, analytical, documentation and other support of the work of the Commissioner for the Rais (Head) of the Republic of Tatarstan for the protection of the rights of entrepreneurs (hereinafter referred to as the Commissioner).

The main functions of the Department are as follows:

• supporting the work of the Protection of Entrepreneurs` Rights Commissioner for the Rais (Head) of the Republic of Tatarstan in the matter of appeals of business entities;
• organization of additional information to confirm the facts set out in the appeals of business entities;
• notification of business entities about the results of processing their appeals;
• ensuring the implementation of the reception of business entities;
• undertaking an analysis of appeals of business entities addressed to the Commissioner, as well as preparation on its basis of information, reference and analytical materials, proposals for removal of causes of valid complaints;
• organization of gathering,  processing and analysis of information on business and investment climate in the Republic of Tatarstan, on the conditions for doing business, preparation of analytical reports, information, references, other materials and documents;
• planning, coordination, preparation and support of events, meetings, business trips of the Commissioner, negotiations, consultations with his participation, the implementation of organizational and technical support of these events if necessary;
• implementation of arrangements with the Administration of the Protection of Entrepreneurs` Rights Commissioner for the President of the Russian Federation;
• making proposals to the Commissioner for project development of federal laws, decrees and orders of the President of the Russian Federation, laws of the Republic of Tatarstan, decrees and orders of the Rais (Head) of the Republic of Tatarstan, other regulatory legal enactments directed at improving the conditions of business environment.

The department also exercises other functions in the prescribed sphere of work on behalf of the Chief of Staff of the Rais (Head) of the Republic of Tatarstan and the Protection of Entrepreneurs` Rights Commissioner for the Rais (Head) of the Republic of Tatarstan
