The Department was established for the purposes of assistance to the Rais (Head) of the Republic of Tatarstan concerning the performance of his duties in terms of coordinating the activities and establishing the cooperation between the public authorities of the Republic of Tatarstan and the local authorities upon the implementation of government policy of the Republic of Tatarstan in municipal districts and cities of the Republic of Tatarstan.  

The major tasks of the Department are:

• to facilitate the cooperation between the Rais (Head) of the Republic of Tatarstan, the Cabinet of Ministers and the public and local authorities as well as public associations, enterprises and organizations in terms of implementation of government policy of the Republic of Tatarstan in municipal districts and cities of the Republic of Tatarstan;
• to monitor the social, political and economic situation in municipal districts and cities of the Republic of Tatarstan;
• to ensure the operation of advisory and consultative bodies to the Rais (Head) of the Republic of Tatarstan;
• to support the electoral process in the Republic of Tatarstan in accordance with the current legislation;
• to summarize the proposals of public authorities of the Republic of Tatarstan, local offices of the federal executive bodies, local authorities and the structural subdivisions of the Office of the Rais (Head) of the Republic of Tatarstan regarding the organizational activities organized by the Republic of Tatarstan.
