The Secretariat was established for organizational, legal, analytical, documentation and other support for the State Counselor of the Republic of Tatarstan.

The major goal of the Secretariat is ensuring the accomplishment of major tasks and implementation of rights and obligations by the State Counselor of the Republic of Tatarstan in accordance with the Law of the Republic of Tatarstan on the State Counselor of the Republic of Tatarstan.

In order to provide support for the State Counselor of the Republic of Tatarstan the Secretariat deals with the following major tasks and functions:

• organizes gathering, consolidation and analysis of information on social-economic and sociopolitical situation in the Republic, prepares analytical reports, information, references and other materials and documents demanded by the State Counselor of the Republic of Tatarstan;
• implements planning, coordination, preparation and management of events, meetings and business trips of the State Counselor of the Republic of Tatarstan, negotiations, conferences attended by him, implements organizational and technical support if required;
• implements informational support of the activity of funds and other nonprofit organizations, assisted by the State Counselor of the Republic of Tatarstan;
• carries out other tasks and functions to serve the State Counselor of the Republic of Tatarstan and the Chief of Staff of the Rais (Head) of the Republic of Tatarstan.
