The Department was established in order to guarantee the objective, comprehensive and timely consideration of the appeals of the citizens, associations of citizens. It also includes the legal entities, addressed to the Rais (Head) of the Republic of Tatarstan, the Prime Minister of the Republic of Tatarstan, the Office of the Rais (Head) of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan and the Office of the Cabinet of Ministers of the Republic of Tatarstan.

The major tasks of the Department are:

• To ensure the objective, comprehensive and timely consideration of the citizens’ appeals addressed to the Rais (Head) of the Republic of Tatarstan, the Prime-Minister of the Republic of Tatarstan, the Office of the Rais (Head) of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan and the Office of the Cabinet of Ministers of the Republic of Tatarstan and to provide the written replies to them in accordance with the procedure established by the legislation of the Russian Federation and the Republic of Tatarstan;
• to supervise the timely consideration of the instructions of the Rais (Head) of the Republic of Tatarstan, the Prime-Minister of the Republic of Tatarstan, the heads of the Offices of the Rais (Head) of the Republic of Tatarstan and the Cabinet of Ministers of the Republic of Tatarstan, the heads of the structural subdivisions of the Offices of the Rais (Head) of the Republic of Tatarstan and the Cabinet of Ministers of the Republic of Tatarstan on the citizens’ appeals by the local authorities and their officials;
• to process and analyze the citizens’ appeals;
• to consult the citizens of the Republic on the issues related to the consideration of the citizens’ appeals.
