Nikolay Nikiforov, general director of «Center of information technologies of Republic Tatarstan» (CIT RT) has reported today on realization of the republican target program «Electronic Tatarstan (2008-2010)» at a meeting on results of the work of his department in 2008-2009.

Prime minister of Republic Tatarstan Rustam Minnikhanov, head of RT President administration Yury Kamaltynov, director of Department of information technologies and communication with governmental body of Russia Konstantin Noskov and others took part in a meeting.

The meeting took place in a new building of IT -park in Kazan, commissioned in autumn of 2009.

Nikolai Nikiforov has in detail told about development and introduction of some information systems in republic, about a single interdepartmental system «Electronic document circulation» in bodies of the government, and stage-by-stage transition to rendering the state and municipal services in an electronic format.

The three-year republican target program «Development and use of information and communication technologies in Republic Tatarstan «Electronic Tatarstan (2008-2010)» was accepted on July 17, 2008. The initial plan of program realization in 2008-2010 accordingly assumed financing in amount of 300, 325 and 350 million rubl. In connection with cuts in the budget of Tatarstan the volume of financing of the program was reduced, Nikolai Nikiforov informed, and makes about 200 million rbl. a year.

Despite of it, a number of information systems have been introduced and develop.
So, in particular, the automated information system of civil registration (AIS ZAGS (registry office) is put into operation in all managements and departments of ZAGS. The system is certificated by FSTEC (Federal service under the technical and export control) on safety requirements. It became one of the first systems in Russia where personal data of citizens is processed that demands a high level of safety, Nikolai Nikiforov noted.

Among the tasks faced by AIS ZAGS in 2010 is the end of works on connection to AIS ZAGS of all rural settlements (institutions of local government). For today out of 881 institutions of local government 750 connected, the remained not later January 2010.

Further, creation on-line archive of all registry records of Republic Tatarstan, organization of electronic interdepartmental interaction between RT Ministry of Health and Tatarstanstat (territorial body of Federal service of state statistics on RT), further development of AIS ZAGS is supposed.

The uniform interdepartmental system of electronic document circulation in Tatarstan is recognized the best IT-project on increase of efficiency of the government in federal competition of agency CNews, Nikolai Nikiforov reminded. Introduction of system actively keeps going since 2006 (ministries), in 2007-2008 the system has covered the departments and municipal formations.

Electronic document circulation began to develop even more seriously after RT President Mintimer Shaimiev signed the Edict on full transition to electronic document circulation (Edict as of February 5, 2009 №УП-52 « On uniform interdepartmental system of electronic document circulation in Republic Tatarstan»).

For 2009 number of the organizations connected to electronic document circulation has grown more than 3,5 times.

As to development of the project «Electronic education», that, according to Nikolai Nikiforov, in 2010 it is supposed to start information system in pre-production operation. Within the limits of the project each teacher and pupil in republic will receive the personal electronic mail.

Nikolai Nikiforov expanded in more detal on a problem of digital inequality. In his opinion, the network of infomats installed in republic (their number will be increased), would allow to receive the state services in electronic format to the citizens who are not having Internet connection.

Besides, in Tatarstan, the project « Universal electronic card of the citizen» (within the limits of stage-by-stage transition to rendering the state services in an electronic format) will be realized. In February-March, 2010, the first 10 thousand electronic cards (with electronic digital signature) will be tested in a "pilot" mode, head of CIT RT informed.

In first quarter 2010, CIT RT plans to finish works on entering data on the state services into the regional register and federal portal of the state services, Nikolai Nikiforov marked. (http://www.gosuslugi.ru)
