On August 4, Tatarstan President Rustam Minnikhanov held a session of Presidential Council for entrepreneurship where seven project groups were discussed. The groups were presented in three main topics: economic uncertainty, falling demand, tax and non-tax payments, inspections and administrative barriers.
Representatives of the first group focused on the problem of the shortage of places at municipal kindergartens. They suggest that the increased number of private preschool institutions would help solving the problem. However, the maintenance of such institution costs more, and the initiators suppose that subsidizing of certain costs and granting would benefit to private kindergartens.
Rustam Minnikhanov agreed that "we need to involve business more in education and health care".
Businessmen dealing with tourism industry addressed the president with request to support their amendments to the bill prohibiting the location of hostels in residential houses. Tatarstan businessmen prepared their proposals for the federal parliament, namely giving the right to regions to draft their own acts regarding the hotels in residential buildings.
The speech about introduction of compulsory license for utilization of animal waste products aroused much interest. The Director of the Center of ecological support Elvira Kurbanova said that the Russian Ministry of Ecology and Natural Resources intends obligating farmers and heads of major livestock enterprises to obtain a license for utilization of animal wastes. The ministry states that unutilized animal wastes are a source of 100 diseases.
At the moment some proposals on softening of conditions for farmers have been drafted in the republic.
