RT Cabinet presidium considered the draft of Conception on developing the system of preventing disability and rehabilitation of disabled people

Members of RT Cabinet presidium considered the draft of Conception of developing system of preventing disability and rehabilitation of disabled people. The session was held by RT Prime Minister Ildar Khalikov. Chairman of RT State Council on social policy Svetlana Zakharova took part in work of RT Cabinet presidium.

Ildar Khalikov reminded that disability prevention is a complicated issue and is very urgent for republic, especially in connection with preparation and holding Universiade 2013 in Kazan. We should provide a proper infrastructure for disabled people and access to sport and other objects. Today 8,7 % of population in republic are disabled people.

By words of Ildar Khalikov special attention should be paid to employment of disabled people. RT Prime Minister thinks that it is essential to use experience of foreign countries and subjects of federation in solving many problems in the limits of disability prevention and rehabilitation of the disabled.

RT Minister of labor, employment and social protection Airat Shafigullin reported on work over draft of the conception. He informed that the draft was developed by Kazan state university within the limits of state order in 2009 (within the scope of execution of the RT Cabinet Edict dated as of 22.12.2008 № 2236). The project was initiated by RT Ministry of labor, employment and social protection.

Developers suggest the following programs to be approved: program of disability prevention; program of rehabilitation of the disabled with subprogram of integrating handicapped children into active public life; program of ecological safety.

RT Minister of health care Airat Farrakhov reported on issues of rehabilitation of the disabled. RT Minister of health care thinks that one of the key tasks for disability prevention is early detection of pathology. There are 14 health centres in republic in 7 cities. For the first half-year 2010 more than 29 000 people were examined there. About 70 % of the examined have functional disorders. Currently work on opening 5 health centres for children is carried out in republic.

Airat farrakhov stressed that special attention is paid to development and rendering high-tech medical aid. By his words in 2010 volume of federal financing for rendering high-tech medical aid was doubled.

Chairman of RT regional organization of All- Russian society of the blind Vladimir Fedorin also made a speech at session of RT Cabinet presidium.

RT Prime Minister Ildar Khalikov positively assessed the work over conception draft. He suggested to attract public organizations of disabled people, particularly in municipal formations, more actively.

Head of RT government also asked paying much attention to equipment of road infrastructure for needs of the disabled.
