Rustam Minnikhanov: The issue of improving the pricing system in the construction industry is very important

On February 19, speaking at an All-Russian meeting on the development and use of cost-effective projects and improving the pricing system in the construction industry held by Minister of Construction and Housing and Utilities of the Russian Federation Mikhail Men at Tatarstan Government House, Tatarstan President Rustam Minnikhanov said that the pricing issues are important in all sectors of the economy, and they are not only about fair mutual payments, but investment opportunities as well.

“The issue of improving the pricing system in the construction industry is very important. We completely support the idea of ​​the Ministry of Construction and Housing and Utilitties of Russia in terms of creating a perfect pricing system, adapting to modern conditions, taking into account the interests of all participants of the investment process. Tatarstan is willing to cooperate. We are ready to share our suggestions and best practices and hear proposals of our colleagues, who arrived in Kazan today," Minnikhanov said.

According to Minnikhanov, in terms of the gross regional product (GRP) the construction sector of the republic makes 9.3 per cent. Given the fact that our GRP has already exceeded 1 trillion 800 billion roubles, this figure is significant, Minnikhanov added.

He went on to say that the building industry of the republic employs about eight per cent of the working-age population or more than 105 thousand people. Nearly one and a half thousand organizations have the competency certificate of self-regulatory organizations. The scope of work in the industry exceeded 285 billion roubles in 2015, which makes 100.1 per cent as compared with the previous year.

Among major projects Rustam Minnikhanov called projects related to the Innopolis innovation center, facilities of the Alabuga Special Economic Zone, TANECO refineries and petrochemical plants complex in Nizhnekamsk, TAIF-NK  oil refining complex, recently launched Ammonium plant manufacturing complex in Mendeleyevsk, as well as the construction of housing, including houses built under the social mortgage programme.

“The pricing issues are important in all sectors of the economy, and they are not only about fair mutual payments, but investment opportunities as well. We managed to build the Single Customer system and the Main Investment and Construction Department of the republic deals with all the capital repair facilities, as well as construction, renovation and infrastructure projects,” he said.

Minnikhanov emphasized that he believes that such centralization made it possible to simplify the work of other departments and ministries, that is, they are not involved in these issues.

According to him, it is very important to unify the requirements for the design and create a database of the use of typical projects.

"This is very important, and if such a database will be created, then we are ready to participate and provide our database. It would be very useful for everyone," Tatarstan President said.
