Tatarstan President Rustam Minnikhanov took part in session of RT government on issue of preparation for heating season

Participants of RT Cabinet session discussed results of work of organizations of fuel - energy and housing-communal complexes of RT in heating period 2009/2010.

The session was held by RT Prime Minister Ildar Khalikov in format of video conference with participation of all municipal districts.

RT President Rustam Minnikhanov attended the session.

RT Minister of energetics Ilshat Fardiev reported on work of fuel – energy complex in 2009/2010. By his words last winter the complex worked in tough conditions due to low temperature.

The accident at Nizhnekamsk hydropower station (on May, 12, 2010) was discussed at the session.

Ilshat Fardiev reminded that preparation for current heating season is being realized in conditions of reformation of energetics sector.

Head of Ministry of energetics expressed worries regarding Urussinsk state district power station. In autumn 2007 it was sold to private investor ZAO “TGK Urussinsk GRES”. Despite agreement signed in 2008 with RT government investors did not fulfill their commitments. Thus it may cause problems with providing heat for citizens and enterprise of the district (Yutazinsky district).

Another problem for specialists is heat line in Privolzhsky district of Kazan which needs to be repaired. The sum necessary for repairing makes 400-450 mln. roubles.

Then Ilshat Fardiev informed about debts consumers owe to ZAO “Tatgasinvest”. Total sum makes 700 mln. roubles.

By results of report made by Ilshat Fardiev Tatarstan President Rustam Minnikhanov suggested considering the question of transferring Urussinsk state district power station to another investor as far as present investor had not fulfilled any term of investment agreement.

He also offered to work out variants of repairing heat line in Privolzhsky district or switching consumers to another sources.

Moreover, RT President said about paying special attention to training workers of fuel – energy complex in extreme conditions.

RT Minister of construction, architecture and housing Marat Khusnullin reported on work of housing-communal enterprises for passed heating season.

Director General of JSC “Gasprom transgas Kazan” Rafkat Kantyukov reported on work of unified gas supply system.

Head of Privolzhsky department of Rostechnadzor Boris Petrov made a speech in the course of RT Cabinet session.
