RT Prime Minister Ildar Khalikov made a speech at session of RT State Council

RT Prime Minister Ildar Khalikov presented “main areas of activity of RT Cabinet for the period up to 2015 year”, - the basic conceptual document. Its regulations will become the basis of work of all ministries, departments and bodies of local self government in case it is approved by RT State Council.

The strategic objective of RT government activity up to 2015 is ensuring of further improvement of life quality of republican population.

President of Republic of Tatarstan Rustam Nurgalievich Minnikhanov said in his inauguration speech that this goal may be realized only on the basis of modernization of all aspects of life in republic – economy, state management, education, science, territorial development and culture. Tatarstan government considers these guidelines be the blueprint for action.

Thus, the government will strive for ensuring continuity of social-economic and national-cultural policy using experience and achievements stored by republic during previous years.

Activity of republican government will be oriented at solving following strategic objectives:

- increase of competitiveness and investment attractiveness of key economic sectors
- increase of power and resource efficiency by the level of rates of developed countries
- implementation of structural diversification of economy on the basis of innovative technological development
- Republican government pays much attention to small and medium enterprises in innovative development of republic.
- One of the strategic advantages of republic is its own raw materials base.
- Oil-gas-chemical and machine building clusters play a special role in development of republican economy.
- By dynamics of agricultural development Tatarstan is among advanced regions of Russian federation.
- The government puts emphasis on modernization of processing industries
- The government will pay special attention to further development of housing construction, construction industry and building organizations
- The main problem of housing-communal complex is increase of tariffs. The government will organize work on informing citizens about expenses and order of tariffs formation for communal services. A unified tariff policy in cities and districts will be formed.
- Priority tasks in social sphere are decrease of economic differentiation of population and reduction of poverty. The main purpose is changing social structure of society in favour of middle class.
- Tatarstan President defined the main objective of republican development – creation of innovative economy
- Final goal of education development in RT for 2010-2015 years is modernization of educational system for staff and scientific-technological support of Tatarstan innovative development and efficient satisfaction of citizens’ needs in personal development
- Improvement of health care system will be realized by the following steps: development of physical culture and sport; harmonious development of multinational culture of republic.
- Maintenance of Tatarstan cultural heritage. The Fund “Revival” created by initiative of the first President Mintimer Shaimiev will play an important role here.
