International conference on investigation of terrorist crimes

A 2-day International scientific-practical conference with participation of preliminary investigation bodies representatives of CIS countries on issues of terrorist crime investigation started today in Kazan. In its work take part deputy Chairman of Investigation committee to RF Prosecutor’s Office, Nyrkov Yury, deputy general prosecutor of RF Ernest Valeev, preliminary investigation bodies representatives of CIS countries on issues of terrorist crime investigation.

RT Prime Minister Ildar Khalikov addressed participants of the conference with welcoming speech on behalf of republican leadership. “Current terrorism really threatens security and is one of the key factors which destabilizes situation in the world. It is especially dangerous because terrorist acts happen in crowded places; innocent people become the victims of terrorism. Immensity and consequences of terrorist attacks demonstrate frailty and vulnerability of society. That is why we must take well-coordinated joint measures to protect our citizens and provide calm peaceful life”, - Head of republican government said.

By words of Ildar Khalikov urgency of holding this conference is evident. It is being held on the threshold of Universiade 2013. 13 000 sportsmen and 50 000 guests are expected to arrive in Kazan. Thus, much attention is paid to ensuring security during this international event. This conference will surely become one of the steps in realizing key ideas, RT Prime Minister thinks.

“Measures taken by leadership of our republic and law enforcement bodies allow efficiently stand against religious and national extremism. I am sure that joining of efforts of preliminary investigation bodies of CIS countries on issues of terrorist crime investigation and sharing of experience in this sphere will contribute into struggle against criminality and terrorism. This will make possible counteraction against committed terrorist acts, efficiently investigate them and prevent commitment of the most grave crimes”, - Head of Tatarstan emphasized.

Finishing his speech, Ildar Khalikov wished participants of the conference fruitful and constructive work, new interesting ideas and pleasant staying in Kazan.

Deputy Chairman of Investigation committee to RF Prosecutor’s Office, Yury Nyrkov thanked republican leadership for warm reception and colleagues from the near abroad for finding possibility to take part in this conference despite their busy schedule.

“Terrorist crimes are transnational by their character, terrorists are eager to have weapons of mass destruction; they work jointly with drug dealers and illegal arms sellers. Activity of emissaries of various foreign terrorist and extremist organizations and groups has a negative influence on situation in this sphere, especially in North-Caucasus region”, - Yury Nyrkov said.

By and large, 544 terrorist crimes and 700 attempts on lives of staff of law enforcement bodies were committed in North-Caucasus region in 2009. For the last 17 years 20 Muslim clergymen died, 6 were injured. In 2008-2010 more than a dozen of well-known journalists and activists were killed.

Yury Nyrkov thinks that investigation of terrorist crimes and prevention of activity of international crime communities are impossible without interaction with competent bodies of foreign countries. By his words development of interaction with CIS countries is a priority issue for Russia.

Representatives of investigation departments of RF regions and preliminary investigation bodies of Azerbaijan, Armenia, Byelorussia, Ukraine, Kazakhstan, Tajikistan and Moldova take part in work of the conference.
