Tatarstan experience of creating regional fund of major repairs may be used throughout Russia

Tatarstan experience of creating regional fund for major repair of multi-apartment houses may be used throughout Russia. It was announced today in Kazan at All-Russia meeting “Regional funds of major repair, power efficient housing, organization of information cooperation”.

In the meeting took part Tatarstan President Rustam Minnikhanov, Director general of State Corporation “Fund of assistance to reformation of housing and communal services” Konstantin Titsin, First deputy chairman of RF federation council Aleksandr Torshin, First vice-speaker of State Duma Oleg Morozov and representatives of 83 Russian regions. The main subject of discussions was perspectives of major repair program of multi-apartment houses after finishing the work of Fund of assistance to reformation of housing and communal services.

Tatarstan President noted that it had been decided to create a regional fund of major repairs on the basis of Chief investment-building department of RT.

Rustam Minnikhanov said that for two years of program realization in Tatarstan the system has been worked out, contractors have been chosen and purchases organized.

Director general of State Corporation “Fund of assistance to reformation of housing and communal services” Konstantin Titsin informed that for today 238 bln. roubles have been drawn by program of major repair and relocation of dilapidated houses.

By words of Konstantin Titsin in 2010 the Fund will enlarge programs of major repairs and relocation of emergency houses at the expense of additional contribution of RF budget in sum of 10 bln. roubles and incomings from allocation of free funds.

According to Konstantin Titsin development of construction of low-rise housing will start in 2010. The project of power efficient accommodation developed in Tatarstan and presented to participants of the meeting is expected to be widely used. He emphasized that the Fund of assistance to reformation of housing and communal services is going to finish its work in accordance with law # 185 by January, 1, 2012.

Experience of Tatarstan and Novosibirsk oblast of creating regional funds for collecting funds of owners, state and investors was presented at the meeting. The alternative variant of financing major repairs in European countries was also cited. In this case major repairs are realized at the expense of obtained credits, guaranteed by the government and it is paid by housing owners. This conception is oriented to independent decision-making, not administrative regulation. At the same time private investments are attracted into sector of housing and communal services. Still the drawback of this system is of major repairs high cost.
