Reformation of budget institutions discussed in House of RT government

The issues of improving legal state in governmental  and municipal institutions, further development of network of autonomous institutions were discussed at a meeting in House of RT government held by RT President Rustam Minnikhanov.

RT Prime Minister Ildar Khalikov, head of RT President office Yury Kamaltynov, RT Minister of justice Midkhat Kurmanov, RT Minister of finances Radik Gaizatullin, RT Minister of land and property relations Azat Khamaev, Deputy minister of economy – director of centre of economic and social research of RT Alevtina Kudryavtseva took part in the event.

We remind that it is planned to change mechanisms of financial provision of budget institutions with extended volume of rights from January, 1, 2012. Such reformation implies transfer from estimate financing to subsidies within frameworks of implementing state assignment (the bill is being considered by RF State Duma, alterations are to be made in federal law “On autonomous institutions” and other normative acts).

According to the bill from January, 1, 2012 a large number of budget institutions will become autonomous with its name being the same.

It is meant likewise to create new type of governmental (municipal) institutions - government ones. Starting from 2012 such institutions will transfer all incomings into the budget.

Alevtina Kudryavtseva reported on work being done in Tatarstan on preparation of normative-legal base of new-type budget institutions, on optimization of activity of budget institutions.

Reformation is connected with need for increasing efficiency and quality of governmental and municipal services with keeping the same level of budget expenses for these purposes.

With adoption of new law budget institutions will be divided into budget, governmental and autonomous ones. Governmental institutions will work on the basis of budget estimate, others – at the expense of subsidies for implementation of government and municipal orders.

Rustam Minnikhanov stressed that today it is necessary to have step-by-step schedule of actions on reformation of budget network; all ministries and departments are to be informed about it. RT Prime Minister will control the process.
