Malicious non-payers to be denied the right to drive

On December 8, at a briefing at the Cabinet of Ministers, Head of the Federal bailiff service in Tatarstan Radik Ilyasov informed that malicious non-payers will be denied the right to drive.

On November 28, 2015, Russian President Vladimir Putin signed a bill “On introducing amendments in the federal law “On enforcement proceedings” and certain legislative acts of the Russian Federation”. The bill vests bailiffs with authority to issue a decree about temporary restrictions to use vehicles.  

Upon the application of a recoverer or on his own initiative, a bailiff is entitled to issue a decree about temporary restrictions to use the special rights by a debtor.

The new legislative amendments are intended to solve the problem with collection of debts of people, who do not own any property but own expensive cars very often.  

Chief state road safety inspector of the republic Rifkat Minnikhanov informed that according to the law, a bailiff is entitled to withdraw driving licence.
