Ravil Muratov: owners should be involved into housing management at maximum

Briefing devoted to realization of RT President Edict “On measures on ensuring and protection of rights and legal interests of RT citizens while rendering housing and communal services” was held in RT Cabinet.

We remind that according to RT President Edict from April, 5 a Republican commission on ensuring and protection of rights and legal interests of RT citizens while rendering housing and communal services has been created. Its chairman - Acting prime minister of RT Ravil Muratov told about the first results.

The working group has considered several questions connected with housing and communal services. By words of RT Acting prime minister a detailed analysis was carried out and some shortcomings have been revealed.

“it is evident that all normative documents and legislative acts accepted in RF cannot be performed since it is impossible to gather all housing owners if necessary. Thus, managing companies have assumed the monopoly to settle those issues of owners’ competence – such as quality of services and so on”, - Ravil Muratov said.

For this reason it was recommended for managing companies to serve no more than 100 000 m² of multiple-apartment houses. “We hope it will help to work on housing management better”, - acting Prime Minister stressed.

Senior tenants also play serious role. “We want them working not only on a voluntary basis, their work should be paid”, - Ravil Muratov said. He also reminded that yearly subsidies at the rate of 1 bln. roubles are allocated from federal budget for low-income families to pay for housing and communal services.

For unemployed citizens of Tatarstan who are unable to pay for services there will be a special “social contract” by which citizens may become employed still receiving our subsidies to pay for housing and communal service”, - chairman of commission said.

Here are the first results – for the first time 100 % of payments have been provided in March.

It is planned that members of republican commission will work in conditions of visiting sessions.

RT acting Deputy minister of economy Alevtina Kudryavtseva, chairman of RT committee on tariffs Marina Fairushina, acting minister of construction, architecture and housing Marat Khusnullin also took part in the event.
