Ravil Muratov holds meeting on issues of spring flood and high alert

A special videoconference session of Commission on prevention and liquidation of emergency situations and providing fire safety in RT was held in House of RT government. Spring flood is the only question on the agenda. The session was held by chairman of the Commission - Acting Prime minister Ravil Muratov.

Members of commission and invited officials presented at the session in RT Cabinet. Heads of executive commissions - chairmen and members of the Commission of municipal regions were in studios.

Acting RT Deputy minister of civil defense and emergency situations Nikolay Surzhko informed on current spring flood in Tatarstan and additional measures for decreasing negative consequences of the flood period. By his words the territorial subsystem of prevention and liquidation of emergency situations of RT is ready for doing its work.

Still in spite of all taken measures there are several problems which may complicate the process of spring flood in republic. The first one is conversion of the system to full alert. Last year’s results of local anti-flood commissions work witnesses about some drawbacks.

The example of unsatisfactory work was the situation in 2009 when the fact about destruction of basin in Bugulma region was concealed. RT Ministry of emergency situations did not receive any information concerning break of dam, the officials in region did not know about the situation, taken measures and quantity of used powers and means.

Taking into account the current situation 24-hour duty of anti-flood commissions should be organized and transferred into the regime of high alert.

According to N. Surzhko neither region has made proper decision on transferring territorial subsystems into the regime of high alert. Ravil Muratov demanded from officials to make immediate decisions and inform Ministry of emergency situations about it on Monday.

The next problem is activity on ice hoeing and preparation of blockage dangerous areas for the flood. N. Surzhko informed that this problem has not been solved yet in the following regions: Pestrechinsky, Laishevsky, Novosheshminsky.

The traditional question is state of hydrotechnical constructions. This year republic has approached to solving the problem of providing safe exploitation of basins more properly. 2,9 mln. roubles have been allocated to 4 municipal regions for implementing emergency anti-flood measures in 4 basins – in Aksubaevsky, Sabinsky, Novosheshminsky, Menzelinsky regions.

Situation on pumping stations of engineer protection facilities in Kazan, Vasilyevo, and state of Krasno-Klyuchinsk coast-protection dam cause special danger.

One more problem is ensuring accident-free exploitation of bridge and road facilities. The works on treatment of pipe barrels and setting of additional drainage facilities have been carried out in republic.

According to N. Surzhko lately citizens more often address duty-control services of Ministry of emergency situations on the subject of under-flooding of homestead territories and backyards.

Currently, the situation in republic is satisfactory. Emergency has not been registered.

Acting RT Deputy minister of civil defense and emergency situations addressed local self-government bodies and housing companies with proposal to attract citizens for measures on cleaning areas near their houses.
