Three drafts of edicts in the sphere of quality of housing and communal services considered in House of RT government

The issues of improving quality of rendered housing and communal services and reasonability of payment size were discussed at a meeting in RT Cabinet. The meeting was conducted by RT Prime Minister Rustam Minnikhanov in format of videoconference with participation of all municipal regions of republic.

RT First deputy prime minister Ravil Muratov made a detailed report. He presented several drafts of RT government decrees aimed at improving situation in the sphere of payment for housing and communal services.

Ravil Muratov told about draft of RT Cabinet edict on development of competition among the managing companies in a sphere of housing fund management. He thinks that it is necessary to stimulate the process of selecting managing companies via electronic bidding. Besides, this draft offers defining the list of information liable to obligatory revealing (for instance, for which services and in what size does a managing company collect payment).

The second draft edict implies measures on improving quality and basis for payment size of rendered housing and communal services. Methodological guidelines for accounting payment of services are attached to draft edict.

The third draft of RT Cabinet decree is aimed at protection of legal rights and interests of citizens who pay for housing and communal services in time.

Ravil Muratov informed that situation with non-payers in republic had been analyzed. Commonly these are people with stable income able to pay for housing and communal services. In fact, pensioners are the most conscious payers. The draft edict implies conclusion of a social contract with debtors (it will let unemployed citizens to make payments). Moreover, Ravil Muratov says, it is necessary to create a housing fund to relocate citizens with serious debts.

Deputy of RT State Council Marat Galeev suggested studying the positive experience of Leninogorsk.

Head of RT labor unions federation Tatyana Vodopyanova also made some proposals.

RT Prime Minister Rustam Minnikhanov stressed that drafts of considered edicts are timely and important. He proposed likewise studying the experience of municipal formations regarding the quality of rendered housing and communal services.
