Prime minister of Tatarstan Rustam Minnikhanov: «Testing for drugs in educational institutions needs to be continued»

Today in Department of federal service on struggle against illegal circulation of drugs of Republic Tatarstan a collegium took place on results of work of department ( DFSD) in 2009. RT Prime minister Rustam Minnikhanov, Deputy Prime minister RT Minister of culture Zilya Valeeva and Deputy RT State council chairman Alexandr Gusev took part.

In his report chief of DFSD of Russia on Tatarstan Ilgiz Minullin noted: «For the first time, for last years number of drug addicts in the republic has not increased». According to DFSD RT, in narcological establishments with a diagnosis "narcotism" 9302 persons are registered. 2 times lowered the parameters on quantity for the first time taken ill ( from 661 up to 333) and death rates from poisoning with drugs (from 286 up to 157).

Among cities and RT regions still a difficult drug situation is kept in Naberezhnye Chelny (526), Bugulma (514), Almetyevsk (365), Zelenodolsk (348) and Kazan (290) where number of ill with narcotism counting per 100 thousand population considerably exceeds average republican value (247 persons).

«One of the key factors influencing drug situation in republic, appearance of the Afghan heroine in our territory», - noted Ilgiz Munnulin. Past year, all law-enforcement bodies withdrew 79 kgs of marihuana, 52 kgs of heroin and over 1,6 kgs of synthetic drugs out of illegal circulation. In total it has been revealed 5678 crimes connected with illegal drugs circulation , 4117 of which relate to a category especially heavy crimes .
According to Ilgiz Minnullin, the basic efforts in operatively-service activity of DFSD RT were focused on detention of large parties of drugs, transported by organized criminal groups and communities, only 15 cases came to the court.

However, in opinion of RT Public prosecutor Kafil Amirov, «statistical results mainly reflect the work of all law enforcement bodies , instead of a true picture». By assessments of experts, he informed in his speech, number of people consuming drugs, in our republic 8-10 time exceeds official data. «Actually no region remained in the republic where the fact of illegal drugs circulation would not be revealed. In a word, the narcotism overflows republic», - K. Amirov emphasized.

Special emphasis during board session was laid on question of preventive maintenance of narcotism within the limits of the interdepartmental plan on realization of the Republican complex program . «From the planned 70 million roubles allocated this year, only 12 of which were spent for tests at schools and higher educational institutions. In 2009, the test was passed by more than 100200 pupils, at 72 of them the fact of consumption of drugs was detected», - informed Ilgiz Minnulin.

In this connection RT Prime minister Rustam Minnikhanov noted in his saying: «In a question of preventive maintenance of drug abuse besides law-enforcement departments a huge role should play the state, municipal and public structures. When several years ago we have started to speak about testing in educational institutions, reaction was negative. However, experience showed that this work needs to be continued and qualitatively expanded. I agree, 10 million - insufficient sum. It is not such greater money, there are things which cannot be put off. And the main thing, that results of these tests should be accessible not only to law enforcement bodies, but for heads of these educational establishments. Our common task - to protect youth from drugs».
