Head of Tatarstan Government Rustam Minnikhanov: staff training is necessary for adoption and development of information technologies

Rendering on-line state services should be available in every settlement including rural ones. Head of RT Government Rustam Minnikhanov said about it at an extended board session of RT Ministry of informatization and communications devoted to working results in 2009 and tasks for 2010.

According to RT PM for further development of informatization and adoption of information and communication services the project “Electronic Government” should be realized in a comprehensive wa. Rustam Minnikhanov considers strengthening of inter-departmental interaction is needed in the sphere of rendering on-line state services. Nowadays, informatization is an important sector for all ministries and departments, Rustam Minnikhanov noted. The key problem for adoption and development of information technologies is unpreparedness of staff.

Moreover, Rustam Minnikhanov reminded that serious attention should be paid to formation of Register of municipal normative legal acts of RT and keeping unified bank of normative legal acts of RT. This will help with arranging electronic documents circulation with municipalities.

RT Minister of informatization and communications Farit Fazylzyanov informed that the main tasks for 2010 are development and adoption of on-line state service, adoption of digital television and radio broadcasting, preparation for Universiade 2013. He also reminded that in 2010 the project “Electronic Tatarstan” is to be finished. Then, it is necessary to create a new program on developing informatization. Farit Fazylzyanov suggested information and communication project entitled “Intellectual Tatarstan 2010”.

As for development of IT-park in Kazan, this structure may become the centre of innovations and software engineering for Universiade 2013.

Farit Fazylzyanov also said that 2009 may be called “the Year of Internet” for level of penetration reached 50 %. Total number of users in republic has made 1 mln. 617 thousand people.
