First vice-premier of Republic Tatarstan Boris Pavlov took part in international seminar «Problems of modelling and dynamics of complex interdisciplinary systems»

First deputy to Prime Minister of Republic Tatarstan Boris Pavlov took part in the international seminar «Problems of modelling and dynamics of complex interdisciplinary systems». As a chairman of the session «Nanoscience and information technologies: fundamental scientific and applied aspects in the field of general engineering and avia-, space systems» he said a welcome speech before the participants of a seminar, told about a condition and prospects of RT nanoindustry development.

Boris Pavlov marked that a new stage of scientific and technical progress had started, and its successful development would be carried out with use of new technologies, including biotechnologies, information technologies and nanotechnologies.

In Boris Pavlov's opinion, the market of high technologies today is a major factor of developing country’s economy, and on the foreground there comes a problem of transfer and commercialization of innovative scientific and technical development. Practical performance of this task will make use more effectively potential, first of all, of domestic science.

The regular work conducted by the Government of Tatarstan together with state corporation «Rosnanotech» and by leading centres of science-educational and Tatarstan enterprises made possible to start realization of the main purposes of nanoindustry development in the republic and to create a mechanism of triggering innovative process on the basis of development and introductions in priority branches of Tatarstan economy, to unfold a row of the most "advanced" projects, forming completed work cycles from researches up to end industrial consumers of nanoproducts and nanotechnologies, to reveal and carry out works on promotion of competitive products on the basis of nanotechnologies and nanomaterials in petrochemistry, aviation -,auto-, vessel-and mechanical engineering, medicine and a number of other branches.

Holding researches in nanotechnological sphere aimed at their rapid implementation in industrial production - a task with which the enterprises alone unable to cope with, Boris Pavlov noted. The keystone to success in this process - symbiosis of science and industry. Tatarstan enjoying a powerful scientifically-educational potential, has managed to take advantage of this competitive edge. By today in the list of the, principal developers of the program of nanoindustry development in the republic there are 16 centres of science-educational centers have been registered. Among them Kazan state university, A.N. Tupolev Kazan state technical university , Kazan state technological university, Kazan centre of science of the Russian Academy of Science, the Academy of sciences of Republic Tatarstan, A.E. Arbuzov Institute of organic and physical chemistry, Kazan physicotechnical institute n/a E.K.Zavojsky and others.

The primary goal, according to Boris Pavlov, creation of the balanced and flexible infrastructure in scientific and technical and technological complex of the republic providing accelerated construction of nanoindustry bases with development of internal and external markets of high technology production. Formation of nanoindustry should become a major strategic direction determining new approaches to transformation of the domestic industry. Realization of the complex program of nanoindustry project development in the Republic Tatarstan for 2009-2013 and for the period up to 2015 allows Tatarstan to reach advancing growth rates on production volumes in the high technology sector of the economy and to increase a share of innovative production up to 39 % in total amount of production in 2013. It will make possible to increase number up to 50 000 workers in the hi-tech science -consuming sector of the economy. Besides, the program sets the tasks to increase medical servicing of the population and improvement of ecological situation in the republic, and to decrease power consumption of industrial production.

At the end, Boris Pavlov said that now the modern innovative economy requires highly skilled experts. Investments into human capital is a primary goal of state policy of all leading countries of the world. Human potential - powerful competitive advantage, and it is important to cherish such qualities in it, which would allow us to realize it to the full. He wished all the participants of a seminar a successful and fruitful work and invited them to visit Kazan on December 8-11th - for participation in the First international specialized exhibition «Nanotechnology. Kazan-2009» and IX international conference «Nanotechnologies in the industry».
