Tatarstanians can help veterans of Great Patriotic war within limits of public works

Within the limits of public works program the workplaces will be created on providing care for the veterans and participants of Great Patriotic war. For a week, monitoring on those requiring care will be carried out and the persons interested to help the veterans in RT territory. The new initiative was stated by First Deputy RT Prime Minister Ravil Muratov at the session of the republican interdepartmental commission on increasing living standards and legalization of incomes, which took place at the RT Cabinet.

According to Ravil Muratov, it is necessary to speed up work on preparation of the Regional program (Complex plan) of anticipatory measures on overcoming negative consequences of influence of global financial crisis in Republic Tatarstan for 2010. Time for this purpose remains little - by November 15, the program is necessary for presenting to the Federal Government.

It is necessary to note that Tatarstan is marked by the Government of the Russian Federation as a region where the regional program of anti-recessionary measures on stabilization of the situation at the labour market is successfully being realized.

The total amount of the means stipulated for realization of the Regional program (Complex plan) of anticipatory measures on overcoming of negative consequences of global financial crisis in Republic Tatarstan, approved by the order of the President of Republic Tatarstan from January 14 2009, № 6 in view of the updatings makes 2295,5 million roubles, including the means of federal budget - 2175,7 million roubles, from the means of the budget of Republic Tatarstan - 149,8 million roubles.

In Republic Tatarstan, four directions of the Regional program are successfully realized: advancing training of workers in case of mass liberation (6,5 thousand people implied ); creation temporary workplaces by employers for organization of public and temporary works, including training with a view of acquiring operational experience (102,11 thousand people will be directed for public and temporary works ; rendering address support to citizens on organization of moving to other regions for replacement of workplaces (450 people); Assistance to developing small business and self-employment of jobless citizens (meant 8 thousand people).

As of October 21, the actual number of participants of public and temporary works, including training, makes 152,3 thousand people. Out of them 70 percent of citizens are the workers of the enterprises who are being under risk of dismissal (establishment of incomplete working hours, temporary suspension of works, granting of holidays without preservation of the earned payment).

Participants of public works perform the works connected with reconstruction of housing fund, objects of welfare purpose, operation of housing and communal services, gardening and accomplishment of territory of the enterprise, organization of gathering and processing of secondary raw material and waste, operation and service of industrial and office buildings, performance of subsidiary and auxiliary works, repair and construction of tracks, repair and construction of road covering.

The main kind of public and temporary works, organized by employers of all branches of economy, accomplishment and gardening of territory This sort of works engages about 74 thousand people.

As a result of realization of actions on organization of public and temporary works: the workplaces for 17,2 thousand unemployed and 27,7 thousand citizens looking for work have been created; the workplaces for 106,4 thousand citizens, who are being under risk of dismissal are kept. In public and temporary works took part 1348 citizens having physical inability.

In realization of actions on organization of public and temporary works, including internship, participate 4859 enterprises and organizations with which 8684 contracts on joint activity were concluded.

More than 11 thousand jobless citizens received services relating to organization of business activity. Out of them 7,6 thousand people after protecting a business-plan and concluding a contract with the Center of employment, 95 percent of the stipulated annual volume (8000 people), have registered their activity in tax bodies.

Within a year it is planned to cover by advancing training 6,5 thousand workers, who are being under threat of dismissal. As of October 21 advancing training started for 3829 people, or 59 percent of the volumes planned on 2009. 2372 people finished training, out of them 2324 people have retained employment at former workplaces, 48 people have found a job on new workplaces.
Under the program of rendering address support to citizens, including organization of moving to other region for replacement of workplaces, 326 people have been employed in MUP «Metroelekrotrans » (Kazan), as drivers and conductors.
