In 2010 Tatarstan may enter federal projects of rendering medical service of patients with vascular diseases and oncology and victims of road accident on federal line М-5 "Ural"

About 2,4 billion rbls are expected as a whole to be channeled in 2009 for realizing the priority national project "Health" in Tatarstan. A national project will be implemented over the republic in 16 directions.

RT Prime Minister Rustam Minnikhanov informed on this during the today’s RT Cabinet session on issues of implementation a priority national project "Health" in Tatarstan and the prospects of developing hi-tech medical aid.

The session passed like videoconference with connection between all municipal regions of the republic.

Head of the RT Government informed, that in 2009 realization of three more additional projects within the limits of "Health" national project had been launched in Tatarstan. These are projects like formation of a healthy way of life among the population, perfection of blood service organization, arranging medical aid at the road accident on federal line М-7. According to Rustam Minnikhanov about 500 million rbl. more the republic is due to receive for the projects.

RT Prime Minister also reminded that rendering hi-tech medical aid to the population is underway in the republic. This direction today is one of priority in branch of public health services.

RT Minister of Health Airat Farralhov made a report about priority of "Health” project and development of hi-tech medical aid in the republic. In particular, he informed that in 2009 it is supposed to render hi-tech medical service to 18 344 citizens of republic (for comparison: in 2008 - 14 477 persons, in 2007 - 9 358, in 2006 - 9 246 persons).

For the greatest scope of the population by hi-tech medical aid all the republic is divided into three zones, Airat Farrakhov informed. About 1,8 million persons are being served by Kazan medical institutions, 1,2 million people by Naberezhnye Chelny and 700 thousand people - medical institution of " Tatneft " (Almetyevsk).

Airat Farrakhov reminded, that national project "Health" had begun in January, 2006. The republic has received for two years on realization of the project more than 6,4 billion rbl., in 2009 it is supposed to receive as a whole 2, 4 billion rbl.

The main result of the project, according to AiratrFarrakhov should become modernization of branch of public health services.

According the results of six months 2009, it is possible to ascertain, that growth of birth rate in republic keeps going. So, according to Head of RT Ministry of Health, for 6 months in Tatarstan 1300 children more were born.

Stabilization of parameters of death rate in republic has been reached. According to Airat Farrakhov, by 2010 average life expectancy in Tatarstan is expected about 70 years.

The parameter of death rate in Tatarstan makes today 13 (per 1 thousand inhabitants), across Russia - 14,6.

Thus, there are areas, where this parameter essentially over average index. These are Spassky Tetyushsky, Kainitzky and some more municipal regions where the parameter of death rate makes 19, head of RT Ministry of Health told . As he said, the whole complex of measures is necessary to improve a situation.

Among perspective projects within the limits of the project "Health" Airat Farrakhov named rendering medical aid to the patients with vascular diseases and oncological help; rendering medical aid to the victims at road accident on federal line М-5 "Ural". According to head of RT Ministry of Health, in these federal projects Tatarstan can be included « as a candidate number one ».

In particular, the project of rendering medical service to oncological patient assumes creation of district oncological center (with financing about1 billion rbl.).

If Tatarstan will be included into the federal project on rendering medical aid to the victims at road accident on federal line М-5 "Ural", such cities as Bugulma and Bavly should be equipped by modern medical equipment.

Airat Farrakhov also named a number of diseases, struggle with which and preventive maintenance must be supported in the republic. These are cardiovascular diseases ( Tatarstan registered 850,1 up to 7 thousand heart attacks annually happens, up to 3,5 thousand die annually), oncological diseases (registered 62 thousand persons, annual gain - 12 thousand persons patients dying of malignant formations annually up to 6,5 thousand).

RT Prime Minister noted that within the limits of national project "Health” is necessary to work closely with the federal center, to take part in a maximum quantity of projects. He also considers that the project "Health" cannot be hold without due support from municipalities. As a whole, the work of RT Ministry of Health should be directed on developing qualitatively new modern public health services.
