Deputy minister of public health services of Tatarstan Farida Yarkaeva : in 2009 financing from all sources on provision of citizens with medicines is expected in amount of 2 billion 340 million rbl.

RT Deputy minister of healthcare Farida Yarkaeva has told toady at the RT Cabinet briefing about a situation in the pharmaceutical market of Republic Tatarstan and provision of preferential categories of the population with medications.

So, in the republic, in a regional segment of the federal register as of January 1st, 2009, 378. 383 thousand people are included. 113 thousand 525 of them have the right to receiving a set of social services. As of August 7th, 2009, number of privileged persons (federal) in Tatarstan increased and now makes 122 thousand 288 people (a gain of 7,8 %).

In connection with a world economic crisis, the prices for medical products in Russia and in regions have increased, Farida Yarkaeva informed. On results of 1 half-year, the rise in prices on medical products in the Russian Federation made about 30 %, the prices grew in chemist's networks of Republic Tatarstan approximately the same rates.

In 2009, the specification of financial expenses per one citizen makes 465 rbl. At refusal of a set of social services citizens receive lumpsum monetary payment 615 rbl., including on payment of additional medical aid - 547 rbl. ( since 4/1/2009 of year).

Farida Yarkaeva informed, that in 2009 Tatarstan expects financing from all sources (additional medicinal provision, the program on 7 financial-expenditure diseases .) in amount of 2 billion 340 million rbl.

In warehouses there is enough of medical products for provision of all categories of privileged persons, assured deputy minister.

As to the regional privileged, as of January 1, 2009, number of the citizens who have the right of gratuitous procurement by medical products and preparations of medical purpose made 401 thousand 335 persons, according to August 7, 2009 data - already 421 thousand 643 persons (a gain of 5,01 %).

She told to the representatives of mass-media that from the budget of Republic Tatarstan for 2009 for procurement of the citizens who are having the right of gratuitous reception of medicines and products of medical purpose it has been allocated 335 million 352 thousand rbl. Besides, by the decision of RT Government it has been allocated in addition 50 million rbl. more.

Only by results of the first half-year, in Tatarstan, within the limits of additional medicinal provision with medicines for the sum from 50 up to 100 thousand rbl. 683 persons received medicines , for the sum from 100 up to 500 thousand rbl. - 299 persons have got, medical products, for the sum from 500 thousand rbl. up to 1 million rbl. - received 8 persons.

The share of the delayed recipes for today across Russia makes 0,06 %, across Tatarstan - 0,02 % (according to July 1, 2009).

Farida Yarkaeva informed that according to Federal antimonopoly service, in Tatarstan, plenty of chemist's establishments - 1255 (on average per 3 thousand residents 1 drugstore) is located.

For 2008, in the republic, ahead of time, have stopped their activity 105 chemist's establishments (or 13 legal persons, for the first half-year 2009 - 9 legal persons.

RT Deputy minister informed, that work under the program of additional medicinal procurement of citizens would be continued next year likewise. Referring to words of Minister of Health and social development of Russia Tatyana Golikova, Farida Yarkaeva informed, that in current year, the increase in the means allocated from the federal budget is supposed - to compensate expenses for provision of the increased quantity of the citizens having privileges.
