On October 13, speaking at a regional meeting of financial, treasury and tax authorities, Tatarstan President Rustam Minnikhanov said that for nine months of the current year the own-source revenues of the regional consolidated budget totaled 133.7 billion roubles.

According to Minnikhanov, 293 billion roubles were collected from local territories for nine months and 58 per cent of this amount went to the federal budget.

The gross regional product (GRP) made 101.3 per cent, while the index of industrial production was 100.5% per cent during the same period.

Tatarstan President also said that the State Council of the republic will consider the draft budget for 2015 in the first reading soon. The budget will be deficit-ridden with a deficit of about 5.4 billion roubles, Minnikhanov noted.

Head of the republic continued that the situation with tax collection may change by the end of the year. In particular, Tatartsan President said that the republic sees a decline in personal income tax collection. As many as 13 regions of the republic have fulfilled the planned assignment by 70 per cent only. This, according to Tatarstan President, may be connected with the “grey” salaries. Minnikhanov said that regulatory and law-enforcement agencies should take part in dealing with this important matter and interdepartmental commissions on improving living standards and legalizing income should intensify their work as well.

Minnikhanov also offered to pay particular attention to the situation with bankrupt enterprises. He said that 23.4 per cent of the regional enterprises are unprofitable and facing the risk to turn bankrupt.

Rustam Minnikhanov reminded that October-November is the time to pay property taxes by individuals and asked tax authorities to intensify their work in this regard. Municipalities also need to enhance their efforts on land tax collection, he said.
