Tatarstan Business Ombudsman received 57 appeals from the beginning of the year

On April 1 at a briefing in Kazan, Tatarstan Business Ombudsman Timur Nagumanov said that 201 appeals were received at his Administrative Office last year. Consultations were given by 57 appeals. Clear violations of law against business entities on the part of government authorities were revealed in 25 cases. As a result, favourable decisions were made after the Ombudsman's interference.

According to Business Ombudsman, main written entrepreneurs’ appeals concerned land and property issues, inspections and agriculture, 15 requests had to do with bringing to criminal responsibility.

It turns out that Tatarstan businessmen are mainly concerned about inspections, administrative barriers, tax regulation, restricted access to funding and information, including government support, and inefficient participation of local self-government in business development.

In accordance with information given by prosecution authorities, 48, 825 inspections of activity of business entities were held last year. At the same time, the Committee for social and economic monitoring reports that 75, 300 inspections were carried out. “It means that complex work on analysis of these inspections is on its initial stage,” Timur Nagumanov stressed.

It was also noted at the briefing that only 500 of 29, 628 inspections were agreed with prosecution authorities.

“There are 140, 000 business entities working in Tatarstan. At some companies inspections are held almost every day, however, efficiency of these events cause doubts, as by results of 48, 825 inspections, materials of only 7 inspections were sent for initiation of a criminal cases,” Business Ombudsman continued.

Summing up, he mentioned that in his address to the Federal Assembly, Russian President Vladimir Putin called for creating a unified register of unplanned measures.

“Though the register has not been created yet, there are some reasons to start such work in Tatarstan. Together with prosecution authorities, we are giving consultations to understand whether it will help us making legislation more efficient,” Timur Nagumanov said.
