Rustam Minnikhanov: “Arbitration Court plays an essential role in successful economic development of the republic”

On February 20 speaking at a summary meeting of Tatarstan Arbitration Court Tatarstan President Rustam Minnikhanov stated that civilized court decisions on economic disputes are important to increase the investment attractiveness of Tatarstan.

Reporting about results of work in 2013, Chairman of Tatarstan Arbitration Court Nikolay Novikov said that the year was marked by significant changes. In particular, he told about the changed specialization of court compositions, which was approved since March. It enabled distributing work more evenly. Due to the set schedule of court sessions, judges have time to prepare for sessions. In September 2013 construction of new building of Arbitration Court started thanks to support of the regional leadership.

Nikolay Novikov reported that 30,363 bills of complaint were received in 2013, which is 15 percent less compared to 2012. 

Chairman of Federal Arbitration Court of Volga district Yury Glazov put forward a number of proposals to the Arbitration Court. In particular, he called to make an examination to resolve disputes regarding the cost of land plots more often. Yury Glazon also offered to discuss the issue on bankruptcy cases with the assistance of all concerned. According to him, not many bankruptcy commissioners handle their duties properly.  

Speaking at the meeting, Rustam Minnikhanov noted that the republic has the largest economy and volume of investments, including foreign ones, in the Volga Federal Region. “It means that the economic issues must be resolved as civilized as possible. High ratings of the republic in many respects depend on professionalism of our Arbitration Courts,” Rustam Minnikhanov said.

He noted that taking into account huge amounts of work of the Arbitration Court, adequate working conditions must be provided. He reminded that a new building of the Arbitration Court is under construction in Kazan and it will be finished as soon as possible.

Rustam Minnikhanov pointed out the important role of the Arbitration Court in resolution of disputes regarding the cost of land plots. According to Tatarstan President, a lot of land owners are trying to reduce the cadastral value of their land plots to minimize thier tax payments. At the same time municipalities are not taking enough action to protect their interests and are losing their tax base.

 “I may assure you that the regional leadership will rely on you in any issues,” Rustam Minnikhanov said addressing judges of Tatarstan Arbitration Court at the end of his speech and thanked them for their work for economic well-being of Tatarstan.
