Rais of Tatarstan: It is necessary to pursue strict financial discipline to fulfill priority and social liabilities completely

On 22 July, speaking at a regional meeting of fiscal, treasury and tax bodies on results of the execution of the consolidated budget of the republic in the first six months of 2026 and tasks for the next half of the year held with participation of the regional Prime Minister Aleksey Pesoshin in the Government House of the republic, the Rais (Head) of Tatarstan Rustam Minnikhanov emphasized that  in January-July the amount of revenues to the consolidated budget of the republic made 373.3bn rubles, including 308.2bn of tax and non-tax revenues.

Thus the yearly plan of collecting own revenues has been fulfilled by 54.4 per cent he informed but stated that these numbers are not cause for complacency. “In current environment the situation can change any time. It is necessary to continue pursuing strict financial discipline to fulfill priority and social liabilities completely. The Ministry of Finance must keep these issues under continuous control,” the Rais of the republic said.

He noted that enterprises of the construction complex, financial sphere, machine building and chemical and petrochemical industry have decreased their tax payments and about 30 per cent of organizations of the republic are operating at a loss. Rustam Minnikhanov gave an errand to related ministries and their balance commissions to reach every enterprise, to delve into the issues facing manufacturers, take measures to support them and continuously monitor the current situation and future forecasts for enterprises. “The Ministry of Economy together with the Ministry of Finance and the Tax service must coordinate work of the related ministries  as the high-quality and even execution of the budget depends to a large extend on this,” he emphasized.

Having told about work being done on the development of the federal budget for 2027, the Rais of the republic said: “It is necessary to use federal co-financing mechanisms in full. Branch ministries should work through these issues with the relevant federal ministries and to ensure the inclusion of our priority initiatives in federal programmes for the coming year. This work must be coordinated by the Government.”

In his speech the Head of the Directorate of the Federal Tax Service for Tatarstan Marat Safiullin stated that despite serious challenges the republic maintains positive trends across key macroeconomic indicators which together with the growth of world oil prices made it possible to increase tax revenues. They have amounted to more than 800bn rubles showing the growth of more than 5 per cent in January-June 2026.

He also reported about problems related to tax payment dropping down and measures to be taken to prevent this.

In his turn the regional Minister of Finance Marat Fayzrakhmanov reported about the structure of tax and non-tax revenues of the consolidated budget of Tatarstan in the first half of 2026 as well as the budget expenses which made 294bn rubles.

The Head of the Federal Treasury Directorate for Tatarstan Rustam Nuriakhmetov reported that during the first half of 2026, while carrying out their duties regarding the allocation of revenues among budgets at all levels, the Federal Treasury bodies transferred 491bn rubles to the consolidated budget of the republic and the territorial compulsory medical insurance fund.

Summarizing the results of the meeting, Rustam Minnikhanov said that under current conditions continuous effort is required to increase revenues and to improve expenditure efficiency.

“It is important to fight for every enterprise, understand their problems and provide support. The most important is to maintain jobs. This topic should be under continuous control,” the Rais of the republic said and asked to continue work of commissions on the legalization of “shadow” wages and step up efforts to reduce the informal labour market and formalize employment relationships.
