Creation of regional funds for capital repair of houses discussed near Kazan

On December 18 the seminar “Regional programmes of capital repair of multi-apartment houses. Organisation of work of regional operators” was held in Verkhneuslonsky region of Tatarstan. Tatarstan Prime Minister Ildar Khalikov, Director General of Housing and Communal Reform Fund Konstatnin Tsitsin, Deputy Minister of Construction, Housing and Utility Services Andrey Chibis took part in plenary session of the seminar.

The seminar is held for executive authorities of Russian regions due to amendments to Housing Code of the Russian Federation which will come into effect on January 1, 2014.

Welcoming participants of the seminar, Ildar Khalikov said that changes, which have taken place since 2007 when Housing and Communal Reform Fund  started functioning, were revolutionary.

According to Head of Tatarstan Government, more than 11 thousand houses with an area of 52 mln square meters have been repaired under the capital repair programmme. Ildar Khalikov personally thanked Director General of Housing and Communal Reform Fund Konstatnin Tsitsin.

Konstatnin Tsitsin, in his turn, reminded that 3 years ago the Housing and Communal Fund  offered the regional leadership to establish the regional fund of capital repair. “Today we can say that the fund has been realized. 60% of multi-apartment houses have been already repaired,” Konstantin Tsitsin said.

He continued that firstly every region should define the list and schedule of works for every house. Secondly, the region should approve mandatory monthly  installments by owners and define co-financing from budgets at all levels. Thirdly, the regional capital repair operator should be created.

Konstatnin Tsitsin emphasized that the activity of the regional operator and the whole capital repair system must be transparent. “The work of the regional operator will be under constant control,” he noted.

Deputy Minister of Construction, Housing and Utility Services  Andrey Chibis told participants of the seminar in details about the capital repair mechanism being introduced.
