Rustam Minnikhanov meets Administration of the MTS

On 28 April at their meeting in the Government House of the republic,  the Rais (Head) of Tatarstan Rustam Minnikhanov and the Director General,  the Chairperson of the MTS Company Board Inessa Galaktionova discussed issues of the operator developing communication infrastructure in the republic and a number of digitalization projects.

Speaking at the meeting, the Rais of the republic said: “Tatarstan has a long-term experience of mutually beneficial interaction with the MTS Company. We highly appreciate the contribution of your company into the projects of eliminating digital inequality in rural areas. This joint work will continue in 2026 as it is especially important for providing residents of the republic with high-quality communication and high-speed internet.”  

In 2025 the MTS installed 236 new cell sites, part on which started operating in 41 villages of 20 regions of Tatarstan as part of a program to eliminate the digital inequality.

In her turn Irina Galaktionova said: “Tatarstan is one of the key regions for the MTS as we can see its substantial capacity and invest handsome resources into it. In the current year the total investments of the company into the development of mobile telecommunications of the republic amount to 1.1b rubles.”

In addition to the development of mobile telecommunications network by the national programme “Elimination of the digital inequality”, in 2025 and 2026 the MTS put into operation about 30 new cell sites to cover regional and federal roads in the republic and expanded the LTE coverage in Naberezhnyye Chelny, Azanakaevo, Bugulma and Leninogorsk and deployed the Wi-Fi access network in 26 locations where subscribers of any operator can use free Wi-Fi, Irina Galaktionova informed.

She also said that such large universities of the republic as Kazan Federal University, Kazan Medical University and others use MTS Link, a domestic communications platform powered by artificial intelligence, for having their videoconference and online-education.

Together with the business community and government agencies, the company is implementing large-scale projects to digitalize the Tatarstan economy, including solutions for automating processes in the agricultural sector, equipping passenger transportation rolling stock with conductorless payment systems, video surveillance, and passenger flow counting, and creating private pLTE/5G network infrastructure for industrial enterprises. In 2026 the MTS and the Main Directorate of the Russian Emergencies Ministry for Tatarstan implemented a pilot project to monitor flood threats in high-risk flood zones in the region, Irina Galaktionova told.
