Rustam Minnikhanov: In current difficult situation it is important to create all conditions for operation of enterprises and development of production

On 23 April in the Government House of the republic the Rais (Head) of Tatarstan Rustam Minnikhanov held a regional meeting of fiscal, treasury and tax bodies which considered results of the fulfilment of the consolidated budget of the republic in the first three months of 2026 and set tasks till the end of the year .

Speaking at the meeting, the Rais of the republic stated that the amount of revenues into the consolidated budget of the republic made 147.4bn rubles which is 22 per cent of the year plan, with own income having amounted to 135.4bn. The decrease in own revenues compared to the previous year amounted to 4.7 billion rubles. The main reason was a decrease in income tax payments compared to the first quarter of last year by 13.6 billion rubles, he informed.

Rustam Minnikhanov gave an errand to branch ministries together with tax bodies, the Ministry of Economy and the Ministry of Finance of the republic to analyze the current situation, including the production indicators of enterprises that provide the main payments to the budget, review the activities of each taxpayer experiencing difficulties, to use support measures including  the assistance to businesses in interacting with federal ministries and agencies to obtain support measures with the aim of creating  all conditions for operation of enterprises and development of production.

“At the same time tax debts, which make 14.7bn rubles as of April 1, are the most important reserve for the budget replenishing. It is necessary to continue measures to reduce it – this issue should always be in the center of attention,” the Rais of the republic emphasized.

He noted that the budget of the republic for the current year is projected to have a significant deficit and under current conditions it is important to ensure a balanced budget, the full fulfillment of priority and socially significant obligations, and strict adherence to budgetary and financial discipline, including increased efforts to improve spending efficiency. “I would like to draw the attention of municipalities: when making new spending decisions, it is necessary to provide them with real sources of funding. The Ministry of Finance should keep this issue under constant review,” he said

Rustam Minnikhanov paid special attention to the federal funds development and said: “All parameters set out in the agreements with the federal center must be achieved in full.”

He also called for active work to include facilities and events of the republic in national projects in case free limits for federal co-financing arise.

He reminded that, by the errand of the President of the country, two-thirds of the regional debt on budget loans is being written off at the federal level and the released funds are used to modernize public utilities, transport and investment infrastructure. “The Ministry of Construction, Architecture and Housing Utilities Sector, the Ministry of Transport and Road Economy together with the Ministry of Finance of the republic shall ensure fulfillment of all planned activities for to write off debt on budget loans.” Rustam Minnikhanov added.
