Rustam Minnikhanov holds a meeting of Tatarstan Security Council

On 11 March ,at a their meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov  with participation of the Chairman of the State Council of the republic Farid Mukhametshin and the regional Prime Minister Aleksey Pesoshin, the members of the Security Council of the republic discussed additional measures aimed at prevention and elimination of group crimes committed by minors, bullying in educational institutions, as well as the prevention of adolescent involvement in sabotage and terrorist activities, including Columbine.

Speaking at the meeting, Rustam Minnikhanov stated that not all teenagers understand which crimes they do cause serious consequences. At the same time, the activity of Ukrainian neo-Nazis in recruiting and involving Russian citizens, primarily young people, in committing acts of sabotage and terrorism has increased. The results of this activity are attacks on schools and other educational institutions. In recent months, the country has seen numerous attacks on schools, and arson attacks on relay cabinets and cell phone towers are ongoing. An incident involving a seventh-grader attacking a technical worker occurred at a Nizhnekamsk lyceum in January, he said and emphasized: “A significant portion of crimes against peers are committed under the influence of destructive content and social media. Criminal are being glorified and popularized.”

He attracted attention to the fact that work of the commission on minors and the organization of real interaction between all preventive actors is the personal responsibility of the heads of cities and districts.

Another issue the participants of the meeting discussed is excessive coverage of tragedies.   The errand was given to the State and Legal Department of the Office of the Rais of the republic and the Anti-Terrorism Commission and the Tatmedia (Information) Agency to prepare proposals for regulating this issue.

Also, special attention at the meeting was paid to improving preventive work to prevent destructive behavior among schoolchildren, issues of ensuring safe educational environment for children, stepping up the control over work of security organizations and compliance with the access control regime.
