On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
He said that the number of users has increased tenfold since September 2025 as currently the messenger gives an opportunity to pay for toll roads in the republic, parking in Kazan and to use MAX ID for visiting cultural facilities.
In his turn the regional Deputy Minister of Education and Science Ramis Muzipov informed that all universities of the republic are planning to introduce a digital student’s ID in MAX, which has already been tested in nine pilot universities and showed ease of use.
The digital ID in the MAX messenger is a QR code that updates every four minutes, which eliminates fraud. By presenting an electronic ID, citizens eligible for preferential treatment receive it, with discounts varying depending on the institution, ranging from 25% to 100%.
