Tatarstan Ministry of Construction: More than 1.136 million square meters of housing commissioned, which makes 36% of the plan

On March 7, speaking at a meeting in the Government House of the republic held by the Rais (Head) of Tatarstan Rustam Minnikhanov with participation of the Prime Minister of the republic Aleksey Pesoshin with all municipalities taking part in it via videoconference, Tatarstan Minister of Construction, Architecture, Housing and Utilities Sector Marat Ayzatullin reported on the implementation of key programmes for the construction of social and cultural facilities and for providing housing to certain categories of citizens. Under commercial housing construction, 36% of the planned annual construction plan has already been commissioned in the republic. A total of 45 apartment buildings with a total area of about 376,000 square meters have been completed.

Within the social mortgage program, 22% of the annual plan has been fulfilled. Out of 108 apartment buildings scheduled for construction this year, seven have been completed with a total area of more than 32,000 square meters. In the segment of individual housing construction, 728,000 square meters have been commissioned, which amounts to 37% of the planned volume.

Housing support programmes traditionally cover four categories of citizens. In order to provide housing for orphans and children left without parental care, the purchase of 641 residential units in 51 apartment buildings is planned this year.

To date, 18 housing certificates have been issued to large families with five or more children (a total of 21 recipients). Certificates have also been issued to all 61 young families participating in the program, and preparations are underway to transfer funds to the accounts of municipal executive committees.

Three recipients fall into the category of forced migrants, migrants from the Far North and Chernobyl veterans. Verification of the beneficiary families’ documents submitted by local self-government bodies is currently underway, along with the issuance of housing certificates.

Within the regional programme aimed at supporting housing construction, the list of facilities has been compiled and is currently awaiting approval.

In the educational sector, contracts have been concluded for three continuing school projects, two additional school buildings and a school in the Kukmor region. Another contract—for a school in Kazan—is expected to be signed by the end of April. Construction and installation works have reached 29% completion. Six facilities are currently under construction. Contracts have also been concluded for three preschool education facilities, where construction progress currently stands at 34%.

In the healthcare sector, construction of the admission and diagnostic department of an inpatient hospital in Kazan continues with current completion at 27%.

In the sports sector, the construction of 14 facilities is planned this year. Progress on universal sports grounds and indoor football arenas currently stands at 3%, with four facilities under construction. The construction of the continuing project—the Football Development Center—has reached 61% completion. Construction of three ice arenas is currently 3% complete.

In the culture sector, seven facilities are planned for implementation, with state contracts already concluded. These include the construction of three multifunctional centers under the state program “Integrated development of rural areas”. Work under this programme has reached 42% completion. Construction of four children’s schools of arts, implemented under the national project “Family,” stands at 6%.

An environmental project—the reclamation of silt fields in Kazan—is also ongoing and is currently 93% complete.

In the youth policy sector, seven facilities are planned. Construction of children’s recreational camps has reached 15% completion, with five facilities currently under development.

Within other regional programs, 27 facilities are planned for implementation this year. Construction of municipal executive committee buildings has reached 20% completion, with work underway at 19 facilities. Construction of comprehensive public service centers has reached 17% of the planned volume, with work underway at four facilities.

In 2026, improvement works are planned for 51 public spaces across the republic. State contracts for these projects are expected to be concluded by the end of March.

Contracts have already been concluded for five facilities under the regional programme for the modernization of wastewater treatment plants. By the end of March, a contract is expected to be signed under the regional programme for restoring street lighting.

Two programs are planned under the federal component. Within the federal project “Modern appearance of rural areas,” nine engineering infrastructure facilities will be implemented. Contracts have been concluded for five facilities, while contracts for the remaining four are expected to be signed by the end of April.

Construction sites continue to be monitored for compliance with occupational safety regulations. Since the beginning of the year, representatives of self-regulatory organizations have carried out 461 inspections, including 208 on-site inspections at construction facilities. Disciplinary measures were applied in 239 cases.

Since the beginning of the year, the State Construction Inspectorate of the republic have carried out 211 inspections and issued 122 decisions. The Main Investment and Construction Directorate has conducted 333 monitoring and supervisory activities. Of the 670 violations identified since the beginning of the year, 585 have been eliminated to date.
