On 5 February the Rais (Head) of Tatarstan Rustam Minnikhanov took part in a meeting summarizing results of work of the Arbitration Court of the republic in 2025, where the Chairman of the Court Vitaliy Gilmutdinov informed that the court staffing level at the end of the reporting period was 288 people.
He told that last year the Court considered 38 858 out of 46 087 statements of claim, the structure of which is as follows: 47% are economic disputes arising from civil legal relations, 34% - bankruptcy cases; 15% - economic disputes arising from administrative and other public legal relations and 4% - cases of administrative offenses.
In his turn, speaking at the meeting, Rustam Minnikhanov emphasized that despite all difficulties Tatarstan managed to ensure economic growth in 2025. “It goes without saying that the level of trust of entrepreneurship community to the court system has its influence on the economic growth and investment climate. Tatarstan Arbitration Court ensures reliable protection of legal interests of business entities,” he said.
At the same time he attracted attention to the fact that bankruptcy cases made one third of all economic disputes and noted that bankruptcy leads to increased social tension and tax arrears. “It is extremely important to preserve productions and work teams as well as sales markets. It is necessary to separate the risks of ordinary business turnover from deliberate bankruptcies, and actively apply procedures aimed at maintaining the solvency of the organization,” the Rais of the republic said.
He also emphasized the importance of intellectual rights protection and the issue of enforcement of court decisions.
Speaking about information technologies used at the Court work, Rustam Minnikhanov said: “These tools make it possible to significantly reduce the time and financial costs of participants in the arbitration process and ensure the implementation of the principles of openness and accessibility of justice. This area needs to be further developed both for the convenience of the population and businesses, and for the courts themselves.”
“When examining specific cases, you may identify individual contradictions or gaps in the legal framework. This is a good opportunity to combine efforts to increase the effectiveness of legal regulation and improve legislation. The state power bodies of the republic are ready to participate in the development of relevant proposals,” he added and in the end of the meeting handed in a number of Tatarstan state awards.
