Rustam Minnikhanov and Head of Roseestr Oleg Skufinskiy discuss prospects of further cooperation

On 13 February at their meeting in the Government House of the republic held with participation of the Director General of the Roskadastr Tatyana Gromova and the Deputy Head of the Roseestr Directorate for the republic Liliya Burganova , the Rais (Head) of Tatarstan Rustam Minnikhanov and the Head of the Federal Service for State Registration, Cadastre and Cartography (Roseestr) Oleg  Oleg Skufinskiy discussed the results of implementation of the state programme ” the National Spatial Data System” in the republic and prospects of further cooperation.

Speaking at the meeting, Oleg Skufinskiy noted that due to proactive position of the leadership of the republic, the region was actively involved in the implementation of the state program, which includes the most important events for the development of the country, from the very beginning.  The state program was formed based on the results of an experiment conducted in the republic in 2020-2021.

This experience demonstrated the efficiency of new tools for raising investment attractiveness and capitalization of the region and has been scaled up all over Russia. The region has achieved a number of indicators of the state program, which is designed until 2030, several years ahead of schedule. “Thanks to joint efforts in Tatarstan, 95% of information on real estate objects has been entered into the Unified State Register of Real Estate, and 100% for many objects in the boundary register.  The republic is also a confident leader in the project to implement the digital platform NSDS,” the Head of the Roseestr said.

He also informed that as for the current February Tatarstan occupies a leading position among 64 subjects of the Russian Federation included in the perimeter of the Federal State Information System of the Unified Digital Platform of the National Data Bank. In 2025 the republic became a participant in a pilot project to use the platform to provide state and municipal services, Oleg Skufinskiy said and told about current results of the implementation of the state programme in the republic. 

In his turn Rustam Minnikhanov emphasized that Tatarstan prioritizes cooperation with the Rosreestr. “Joining our efforts we build an efficient system of providing municipal and state cervices for citizens.  The republic continues its systemic work in the implementation of the state programme” the National Spatial Data System”,” he stated. 

Oleg Skufinsky named cooperation in the field of artificial intelligence, in the sphere of spatial data and a possibility of opening a regional NSDS school in the Volga federal district as promising areas of cooperation.

In her turn Tatyana Gromova informed the Roskadastr is implementing a pilot project the aim of which is to strengthen the creation of a complete and accurate real estate registry in the regions and the identification of unused land plots and territories for inclusion in economic circulation. It is planned that such work will also be organized in Tatarstan, she said.
