Head of the Roseestr Oleg Skufinsky in his video message to the collegium of Tatarstan Ministry of Land and Property Relations praises the contribution of Tatarstan into the development of the Agency and participation in pilot projects

On 6 February the Rais (Head) of Tatarstan Rustam Minnikhanov took part in an extended meeting of the collegium of the Ministry of Land and Property Relations of the republic which discussed results of work of the Ministry in 2025 and set tasks for 2026.

Before the meeting, Rustam Minnikhanov and persons accompanying him got acquainted with an exposition dedicated to work of the Ministry and the 35th anniversary of the establishment of the State Committee of Tatar SSR on state property management.

In his video message the Head of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) Oleg Skufinsky congratulated participants of the meeting with the 35th anniversary of the Ministry and said: “Tatarstan is a recognized leader in digitalization, the development of spatial data infrastructure, and land and property relations. Thanks to the proactive position of the head of the republic, Rustam (Nurgalievich) Minnikhanov, an experiment was conducted in Tatarstan in 2020-2021, which resulted in the creation of the first-ever state program, the National Spatial Data System, which includes the most important activities for the country. Results of the experiment have been scaled up all over Russia and five years later we can confidently speak about the high efficiency of this work. Today, the republic is also a driving force in the implementation of a flagship project of a unified digital platform for the national spatial data system. In 2025, Tatarstan became a participant in a pilot project to use the platform to provide state and municipal services. Changes have been made to more than 300 administrative regulations. Thanks to joint efforts in Tatarstan, 95% of information on real estate objects has been entered into the Unified State Register of Real Estate, and 100% for many objects in the boundary register. All these are state programme indicators for 2030 and the republic has reached them four years earlier. All these areas have been implemented with the direct participation and coordinating role of the Ministry.”

 Having mentioned new tasks and challenges the Ministry is facing, he wished its team good health, new professional feats and achievements for the good of the republic and the country.

In his summarizing report the Minister of Land and Property Relations of the republic Fanil Agliullin told about the most important results of work of the Ministry in 2025. Thus, 19.6 billion rubles were received into the consolidated budget of the republic, including 11.3 billion rubles into the regional budget and 8.3 billion rubles into local budgets, he informed. At the same time arrears in rent payments to municipal budgets increased by more than 17 million rubles and amounted to 288 million rubles in 2025, he said.

The regional Minister said that heads of municipalities should keep this work under daily control, carry out claims and litigation work in a timely manner, be included in the register of creditors and ramp up interaction with tax and bailiff services.

He also unformed about work planned to be done this year in carrying out checks of the use of state property and controlling the problem involvement of unused real estate objects in economic circulation.
