On 21 January Tatarstan Prime Minister Aleksey Pesoshin, the Chief Federal Inspector for Tatarstan Viktor Demidov, the Head of the Security and Escort Department of the Russian Federal Penitentiary Service Sergey Eliseev and other officials took part in a resulting meeting of the Directorate of Federal Penitentiary Service for Tatarstan held in Kazan, which summarized results of operational, service, production, economic and financial activities of the penal system of the republic in 2025 and set tasks for the current year.
The key note speaker of the meeting the Head of the Directorate of Federal Penitentiary Service for the republic Eduard Khialeev stated that in 2025 the Directorate focused on the fulfillment of tasks set by the Federal Service on reforming the penal system and achieving target indicators for its development, attaching great attention to reliability of protection of facilities, ensuring security, law and order and the rule of law in institutions, respect for the rights and freedoms of convicts and persons in custody, development of production capacities and the involvement of convicts in labor.
The level of involvement of persons sentenced to forced labor during the reporting period was 99% and more than 52m rubles were transferred from their salaries to the budget, he reported and added that in total there were 1 828 people sentenced to forced labour in 2025 that is by 20 per cent less compared to 2024.
Eduard Khialeev also informed about reduction in the rate of repeat offenses due to the use of execution and post-penitentiary probation, about putting into operation a pre-trial detention center with the capacity of 1 000 people in Kazan and work done in detaining 522 wanted persons and 19 people who were detained for trying to deliver prohibited items to correctional facilities.
Giving his assessment to work of the Directorate, Aleksey Pesoshin said: “On behalf of the leadership of the republic I want to thank the staff of the Directorate for results of their service. There were no emergency incidents, mass riots, or escapes from places of detention last year. These are results of dedicated work of employees who serve in conditions associated with a constant risk to life and health.”
He also told about main economic results of the republic in 2025 and said that Tatarstan continues to implement large scale tasks successfully and keeps its leading positions in main macro-economic indicators among other regions of Russia.
Aleksey Pesoshin informed that by the end of 2025, the gross regional product in Tatarstan was estimated to be 5 trillion 625 billion rubles, or 102.4% of the 2024 level, the volume of industrial production was approximately 6 trillion rubles, the industrial production index was 109% and the amount of construction work reached 1 trillion rubles with more than 3.5m square meters of housing having been put into operation.
The volume of investments attracted into the economy and social sphere of the republic, according to estimates, amounted to 1 trillion 656 billion rubles and last year within 12 national projects Tatarstan took part in implementation of 46 regional projects with 46.4bn rubles having been allocated on their financing, he said.
The regional Prime Minister emphasized that the current year will be filled with various political and social events and one of the top priorities is to ensure that these events are held properly.
In conclusion Aleksey Pesoshin once again thanked everyone for their professional work and handed in a number of Tatarstan and branch awards.
