Rustam Minnikhanov takes part in an off-site meeting of the Russian Security Council held in Volga Federal District

On 28 October the Rais (Head) of Tatarstan Rustam Minnikhanov took part in an off-site meeting of the Russian Security Council held by the Secretary of the Council Sergei Shoigu in Nizhniy Novgorod of Volga Federal District with participation of the Russian Presidential Envoy of the Volga Federal District Igor Komarov, representatives of leaderships of Nizhniy Novgorod and Saratov regions, Bashkortostan and branch ministries and directorates.
Speaking at the meeting, Sergei Shoigu said: “We have gathered here not just to report about the work done. Our key task is to carry out a detailed analysis of the situation and efficiency of measures taken, what really works, where the blind spots are and what issues arise at the intersection of the powers of federal and regional authorities, law enforcement agencies, and economic entities.”
He also informed that Russian President Vladimir Putin has approved a proposal on the organization of volunteer formations to strengthen the protection of critical facilities from terrorist attacks in the context of the special military operation (SMO).
“Active work to eliminate these threats is being carried out both at the federal level and in the regions, which are introducing their own initiatives. A number of regional leaders, including the Nizhny Novgorod region, have proposed creating volunteer groups to strengthen the protection of particularly hazardous facilities and these proposals have been supported by the Head of the state,” Sergei Shoigu said.
According to him foreign intelligence agencies are attempting to infiltrate important Russian facilities for sabotage and threats come from both foreign intelligence services and international terrorist organizations. The Secretary of the Council emphasized that it is not just about physical objects and terrorist attacks using explosives and drones, but “there is a burning issue of countering cyber-attacks on automated control systems and attempts to infiltrate important government and industrial facilities with the aim of stealing information and committing technological sabotage”, with defense and power facilities of the Volga Federal District becoming the main targets for such attacks.
