On 27 October in the Government House of the republic the Rais (Head) of Tatarstan Rustam Minnikhanov held a regional meeting of financial, treasury and tax authorities based on the results of the execution of the consolidated budget of the republic for 9 months of 2025, with the regional Prime Minister Aleksey Pesoshin also taking part in it.
Speaking at the meeting, Rustam Minnikhanov stated that for the first nine months of the year, the volume of revenues to the consolidated budget of the republic amounted to 487 billion rubles, with own revenues making 421 billion rubles. “The key task is to continue the positive dynamics of revenues from all sources of income. We should also ensure unconditional fulfillment of priority and socially significant obligations and a balanced budget. The budget for next year is planned with a significant deficit and already today we must have a program to cover it. The situation can be unpredictable so we should work out all possible scenarios,” he emphasized.
Speaking about amendments to the Tax Code to be introduced in the beginning of 2026, the Rais of the republic said: “The government should assess the impact of changes in tax legislation on economy of the republic,” and added that tax arrears, which as of October 1 of this year amounted to 11.2 billion rubles, are an important source of budget revenue.
He noted that there are two months left until the end of the current year, while the use of federal funds amounts to 65% of the annual planned allocations. In addition, 24 billion rubles out of 44 billion allocated for the implementation of national projects this year come from the federal budget. “It is important to ensure the full utilization of federal transfers and the efficient spending of funds. I ask everyone to get involved. The parameters set out in the agreements with the federal government must be achieved,” Rustam Minnikhanov said.
The Head of the Directorate of the Federal Tax Service for Tatarstan Marat Safiullin stated that tax revenues increased by almost 80 billion rubles compared to the same period last year, reaching 1 trillion 201 billion. Over 370 billion rubles have been transferred to the consolidated budget of the republic, showing an increase of 23 billion rubles, while payments of insurance premiums to off-budget funds have increased by nearly 52 billion rubles, he said.
The share of taxes transferred to the federal budget for the first 9 months of 2025 amounted to 65% and 35% of all payments to the consolidated budget of the republic accordingly, Marat Safiullin informed, and added that residents of the republic have submitted 478 thousand tax declarations with the amount of personal income tax to be paid to the budget of almost 5.5 billion rubles, which is 600 million rubles more than last year. At the same time 127 million rubles remain unpaid, and a full range of measures to collect the arrears have been taken, he concluded.
In his turn Tatarstan Minister of Finance Marat Fayzrakhmanov reported that 421bn rubles of tax and non-tax revenues have been paid to the revenue part of the consolidated budget of the republic for nine months of 2025, including 349bn rubles into the budget of Tatarstan and 72bn – into local budgets.
At the same time the consolidated budget expenditures amounted to 443 billion rubles and the remaining budget funds at the beginning of the year and the income received for 9 months made it possible to pay increased wages and accruals in full and on time, he informed and added that the total amount of financing work within the framework of national projects in the republic for 2025 amounts to 44.1 billion rubles.
After the Head of the Directorate of Federal Treasury in Tatarstan Rustam Nuriakhmetov reported that the Federal Treasury bodies transferred 639 billion rubles, or 112% of last year's amount, the consolidated budget of the republic of Tatarstan and the territorial fund for compulsory medical insurance, Rustam Minnikhanov summarized results of the meeting and said that the most difficult situation today is related to the income tax as a whole number of enterprises are expected to decreased their tax payments by the end of the year.
“Industry ministries need to constantly monitor the current performance of our producers and analyze their forecasts as well as to jointly consider ways for further development, take measures to support them, and oversee the resolution of issues of interest to the enterprise at the federal level,” he said.
As for the personal income tax, Rustam Minnikhanov called for continued work to reduce the informal labor market and formalize labor relations and gave an errand to heads of municipalities to have the situation well in hand.
He also called for a detailed analysis of non-tax revenues from the use of municipal lands and property as in some regions of the republic there has been an increase in rental arrears.
