On 28 May the Rais (Head) of Tatarstan Rustam Minnikhanov took part in a meeting of the Presidential Council for the Development of Physical Culture and Sport held by Russian President Vladimir Putin by videoconference and dedicated to the development of adaptive physical culture and adaptive sports focused on people with disabilities.
Opening the meeting, Vladimir Putin said: “Today we will discuss an issue which has a special public meaning, namely the development of the adaptive sport, that is a system which should help people with disabilities, open them more accessible opportunities to have active life, to exercise regularly and to take part in tournaments and competitions at various levels.”
He emphasized that sports has always been and remains an important resource of physical, psychological and social support for a person and his or her self-fulfillment. And this resource must work efficiently for the benefit of those who need special care and increased attention from the state power bodies, he said.
“Approximately 11 million of our citizens have health restraints or disabilities, and more than seven million of them have no medical contraindications for engaging in sports. On the contrary, for many, it is even recommended for recovery and health promotion, enabling them to lead a full life despite their condition,” the President of Russia continued and gave the following errand: “I request the development of a Concept for the Development of Adaptive Sports and Adaptive Physical Culture for the period until 2030 with an outlook to 2036, along with an accompanying action plan.”
