Rustam Minnikhanov: Our task is to ensure well-balanced budget and to fulfill priority and socially important liabilities

On 25 April in the Government House of the republic the Rais (Head) of Tatarstan Rustam, Minnikhanov held a meeting of financial, treasury and tax bodies of the republic where its participants discussed results of the fulfillment of the consolidated regional budget in the first three months of the current year and set forth tasks of the financial bodies for the remaining period of 2025.

Speaking at the meeting, Rustam Minnikhanov said that all budget tasks were fulfilled in the first three months but there is no any reason for calming down. “Under current conditions the situation can change at any moment. The key tasks are preservation of the positive dynamics and unconditional fulfillment of planned indicators. We should be ready to ensure well-balanced budget and to fulfill priority and socially important liabilities,” he said.

He attracted attention to the fact that the current year budget has foreseen a substantial deficit and it is necessary to monitor the profit tax closely as a number of enterprises have already decreased their tax payments by 7bn rubles. Rustam Minnikhanov gave an errand to branch ministries together with tax bodies to monitor the situation, to continue balance commissions  and to use support measures with the aim of creating comfortable conditions for operation of enterprises and production development.

The Rais of the republic informed about implementation of new national projects and money allocated on them from federal and regional budgets and said that the use of funds within the framework of national projects was only 10.7% in the first quarter. “I ask everyone to get involved in the work. The parameters set out in the agreements with the federal center must be achieved in full. The government needs to coordinate the work on the development of all federal transfers and the effective spending of funds. In addition, it is necessary to carry out active work on the inclusion of Tatarstan facilities and events in national projects for federal co-financing,” he emphasized.

Rustam Minnikhanov reminded that by an errand from Russian President the Government of the country has approved rules for two-thirds region’s debt relief on budget loans. The funds released will be used to modernize housing and communal services, transport and investment infrastructure, he said and added: ”This issue must be under special control. Our limit in the amount of 44.5bn rubles is a handsome sum and we have an opportunity to invest them into the  recovery of the communal infrastructure”.

The Rais of the republic also gave an errand to decrease tax arrears which made 12.3bn rubles as of 1 April.

The Head of the Federal Tax Service for Tatarstan Marat Safiullin informed the meeting about the growth of tax revenues which made 394bn rubles by 1 April of the current year having shown 13 per cent increase compared to the same period last year. He also reported about percentage of taxes coming to the regional and federal budgets from various sources.

Tatarstan Minister of Finance Marat Fayzrakhmanov informed that 161.2bn rubles came to the regional consolidated budget as tax and non-tax revenues in the first three months of 2025 with its expenses having made 107bn rubles.

After the Head of the Federal Treasury for Tatarstan Rustam Nuriakhmetov reported about work done by his organization in January-April, Rustam Minnikhanov emphasized that under current conditions there should be continuous work to increase budget revenues and expenses efficiency .He also said that key tasks of branch ministries are constant monitoring of enterprises indicators, analysis of their forecasts and taking measures for their support.
