The modernization of municipal infrastructure facilities discussed at a briefing in the Cabinet of Ministers of Tatarstan

On July 23, speaking at a briefing in the Cabinet of Ministers of the republic, Tatarstan Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin, Deputy Director General of Tatenergo Company for strategic development Rim Galiakhmetov, Director General of Kazenergo Company Fanis Nurmukhametov and First Deputy Director General of Vodokanal municipal unitary enterprise Marat Salakhov informed about the implementation of federal and regional programmes for modernizing utility infrastructure.

In 2024, 4 regional programmes are being implemented in Tatarstan in water supply, sanitation and heat supply, under which it is planned to build, reconstruct and overhaul 195 facilities with a total funding amounting to 1 billion 819 million roubles. To date, the total volume of construction and installation work makes 46 per cent. Under the federal project “Improvement of the Volga,” the reconstruction of wastewater treatment facilities in Kazan is being completed in the current year. The volume of funding for the current year makes 2 billion 137 million roubles, including federal budget funds - 1 billion 731 million.

The construction of public utility facilities is also carried out under the implementation of measures to stimulate housing development programmes of the federal project “Housing”. This year, 4 facilities are being built under this programme with the total funding amounting to 407 million roubles, including 330 million roubles from the federal budget. To date, the volume of work completed is 28 per cent.

The Republic is also actively involved in the implementation of Infrastructure Menu projects using borrowed funds from the National Welfare Fund. Thus, in 2024, work is being carried out at 3 sites using funds from the National Welfare Fund for a total amount of 1 billion 984 million roubles. The volume of construction and installation work is completed by 95 percent.

The problem of the state of engineering networks is acute throughout the country and Russian President Vladimir Putin launched a programme of modernization of public utility infrastructure systems. The programme is aimed at reducing the accident rate, upgrade engineering networks and improve the quality of utility services.

The programme is approved for 2 years, it provides for the implementation of 67 activities in total amount of 4 billion 713 million roubles.

The current year limit is 2 billion 811 million roubles. In total, it is planned to reconstruct 87.3 km of networks at 48 sites. To date, the total volume of construction and installation work makes 65 per cent.
