On February 29, in Gostiny Dvor in Moscow, the Rais (Head) of Tatarstan Rustam Minnikhanov took part in a ceremony of announcing the Address of Russian President Vladimir Putin to the Federal Assembly.
In his address, Russian President outlined a number of strategic tasks for the long-term socio-economic development of the country, noted the cohesion of the Russians during the special military operationa and spoke about the support of the Special Military Operation participants and their families and reported on the allocation of billions of funds for healthcare and education.
Vladimir Putin announced the launch of five new national projects. The national project «Family» is aimed at increasing the birth rate in the country. Under the project, at least 75 billion rubles will be allocated to regions where the birth rate is below the average until 2030. The family mortgage programme to be extended to 2030.
The Long and Active Life national project will focus on achieving the average life expectancy in Russia from the current 73 years to 78 by 2030.
In the next six years more than 1 trillion rubles will be allocated for construction, repair and equipment of health facilities.
As many as 65 billion rubles will be channeled into building at least 350 additional sports facilities.
A major overhaul programme for kindergartens will begin next year. The national project “Youth of Russia” will support teachers and mentors. Russian President proposed to establish a 5,000 ruble monthly federal benefit for advisors to directors on child development at schools and colleges, with a launch date of September 1, 2024.
Payments to certain categories of class teachers will also be increased, 9 billion rubles will be allocated from the federal budget to update the infrastructure of pedagogical universities.
To overcome the shortage of personnel and technology in the country, a national project “Personnel” will be launched.
At least 40 student campuses with 400 billion roubles allocated for this purpose.
In the next six years, the federal budget will allocate 120 billion rubles for the re-equipment of technical schools and colleges. Another 124 billion rubles will be allocated for the repair of student dormitories. At least 700 billion rubles will be allocated for the implementation of the national project «Data Economy», aimed at increasing the efficiency of all areas of labor productivity through the development of digitalization and the use of artificial intelligence technologies.
