Rustam Minnikhanov: Our priority is creating condition for justice accessibility

On 27 February, speaking at a meeting of judges of the republic held in the Soviet District Court of Kazan and dedicated to results of work in 2023, the Rais (Head) of Tatarstan Rustam Minnikhanov said that judicial decisions are an instrument of restoring justice and a civilized completion of any dispute. Passage of calculated court rulings is the main and very important task, he said.

The Acting Chairman of the regional Supreme Court Eduard Kaminskiy reported participants of the meeting that last year courts of the republic considered 1m 119 thousand cases and materials, including 765 thousand by peace courts, 320 thousand by regional and city courts and 34 thousand by the Supreme Court. The total number of cases and material decreased by 1.4 per cent compared to 2022, he said.

Eduard Kaminskiy also told that the number of administrative court cases decreased by 43 per cent due to a substantial decrease of court rulings on recovery of tax payments and sanctions and the number of administrative violation cases dropped down by 25 per cent due to a moratorium on checks of business

The Head of the Tatarstan Administration of Justice Department Zyavdat Salikhov reported about work of the court web-sites and documents submitted in the electronic format last year and training and retraining of court workers and judges in 2023. 

In his speech Rustam Minnikhanov emphasized a special role the courts play in fighting extremism, terrorism and organized crime. “Termination of extremist and terrorist organizations and isolation of their most active members from the community is an important element of ensuring stability in the country. Prevention of negative influence of foreign citizens promoting ideas of extremism is also very important,” he said. 

The Rais of Tatarstan emphasized the special danger of organized crime and also asked to pay attention to conflict situations with immigrants: ”Their negligence of laws and public interests is first of all the violation of the regime of their stay in Russia and administrative violations. In the absence of appropriate regulation all this can turn into criminal forms. State bodies must unite their efforts to prevent such violations.”

He also mentioned the importance of implementation of the court preventive functions and the human resources issues. 

Speaking about training court specialists, Rustam Minnikhanov named the project of “The School of Administration of Justice Department of Tatarstan” being implemented together with the Kazan Innovative University after Timiryasov. 

He also called for using multifunctional centers for state and municipal services more actively as “our priority is creating condition for justice accessibility”. 

In conclusion Rustam Minnikhanov handed in a number of Tatarstan state awards.
