Rustam Minnikhanov gives an errand to monitor income tax, decrease the illegal job market and find the cause of the land tax revenues decrease

On 24 July, speaking at a meeting of Financial, Treasury and Tax bodies of Tatarstan in the Government House of the republic, the Rais (Head) of the republic Rustam Minnikhanov gave a number of errands.

After the regional Minister of Finance Radik Gayzatullin reported about implementation of the consolidated budget of the republic, the Head of the Federal Tax Service Department  in Tatarstan Marat Safiullin told about work of tax bodies in the first six months of the current year and the Head of the regional Treasury Department Rustam Nuriakhmetov reported about work of the Treasury, Rustam Minnikhanov gave an errand to monitor the situation with the profit tax, having reminded that 39 large enterprises have decreased their payments to the budget and nearly 24 per cent of enterprises operate at a loss. “It is important to know the forecast for the enterprises for the nearest months and take measures to support them. Working in the red can be signal of big problems,” he said.

Then he gave errands to heads of municipalities to find the reason why 9 municipalities of the republic decreased physical entities income tax revenues and to ramp up work in cutting the illegal job market, legalizing grey wages.

Rustam Minnikhanov said it is necessary to ramp up work of commissions with personal income tax errands, which make 3.7bn rubles. “It is a big number and a great help for the budget. You should work more seriously with those who do not pay this tax,” he said.

The Rais of the republic also stated that the number of organizations, paying less that subsistence wage, has spiked in the republic.

Rustam Minnikhanov gave an errand to municipalities together with tax bodies and Tatarstan Ministry of Finance to pay more attention to collecting land tax and an errand to regional Ministry of Land and Property relations together with Finance Ministry and municipalities of the republic to analyze collection of rent payments, which decreased in 17 municipalities.

“In the first six moth the expenses of the consolidated budget of the republic made 45 per cent of the yearly plan and in this situation it is necessary to ramp up work in raising efficiency of using finances and to provide unconditional implementation of priority spending. It is necessary to continue work with federal bodies to include activities of the republic into national and state programmes with the aim of attracting federal financing,” he said.

Having emphasized the reserves for raising wages, Rustam Minnikhanov concluded: “When shaping the budget 2024 and the planned period of 2025 and 2026, it is necessary to envisage unconditional implementation of all tasks set forth in national goals and projects as well as the “May” decrees of the Russian President about the level of wages of workers paid from the budget. All expense liabilities must be ensured with real financing sources. The situation is under control, but the second half of the year will be more difficult.”
