In the first six months of 2023 the consolidated budget of Tatarstan has received 252b rubles

On 24 July, speaking at a meeting of Financial, Treasury and Tax bodies of Tatarstan in the Government House of the republic, the Rais (Head) of the republic Rustam Minnikhanov informed that in the first six months of 2023 the consolidated budget of Tatarstan has received 252b rubles.

The main topic of the meeting was the results of budget implementation in the first six months and tasks for remaining six in 2023, and Rustam Minnikhanov told that 210bn out of 252bn rubles received by the consolidated budget were the republic’s proper revenues and stressed that the situation in the following six months will be more difficult.

“Every year it is more and more difficult to implement the budget. This is the result of changes in the federal legislation such as repeal of severance tax benefits, changes in calculations of refundable excise and the increase of the subsistence wage. We calculate all this factors to make 30bn rubles, “he said.

Having reminded about re-adjustment of the whole economy, such as new deliveries logistics, possibilities for organizing import-replacement production and changes in the Ruble exchange value, Rustam Minnikhanov gave an errand to sectoral ministries to have a weekly balance commissions with supervised enterprises which have difficulties and decrease their payments into the budget.  The aim of such meetings is to ensure their efficiency and development by helping them to find new sales markets, using current support measures and initiating new measures at the federal level. “This is our common task and we should work as one team,” he said.

Speaking about expenses on national projects, Rustam Minnikhanov said: “This year we will allocate 44bbn rubles on them, including 15,1bn from the regional budget as all parameters envisaged in agreements with the federal center must be achieved. Despite all difficulties we continue implementation of programmes aimed at improvement of the population life quality and carry out 44 programmes worth 54.3bn rubles this year.”

It is also necessary to continue work to decrease tax arrears which make 13.8bn rubles by 1 July of the current year, with the growth of nearly 3bn compared to the same period last year, he said.

Having informed that income and personal income taxes debts have grown nearly by 50 per cent, Rustam Minnikhanov said: “Ministries and municipalities must step up work with debtors and together with enterprises try to find out the way from the situation. I also ask the tax service together with law-enforcement bodies to take timely measures against persons intentionally avoiding paying taxes. Debt redemption not only makes it possible to cut the deficit but also to implement our planned social projects. This issue must be taken under control."
