On July 3, speaking at a plenary session of the International Forum REBUS-2023: “The economics of construction in the historical centre” held at the Bashir Rameev IT park and devoted to the issues of increasing the economic activity of business in the historical centers of cities with preservation of the heritage and identity of the territory, the Rais (Head) of Tatarstan Rustam Minnikhanov said that investments in historical cities give a complex effect.
Prior to the session, Rustam Minnikhanov looked around the exhibition of the forum, where new ideas, technical solutions and building materials proposed for use in historical territories were presented. Welcoming the forum participants, the Rais emphasized the importance of the economy of construction in historical cities.
“The state and private development invest a lot in the construction of modern high-quality facilities. They are built in the historical center. Here it is very important to maintain a balance between the useful development for the residents of the city, which harmoniously fits into the architecture and at the same time is economically justified. Of course, investments in the historical city are long-term. It is important to speak professionally about the mechanisms of public-private partnership, new approaches to the development of territories and develop efficient solutions,” Minnikhanov said.
Settlements of historical territories have a high potential, it is necessary to promote its development, the Rais noted.
The Rais of the republic emphasized that investments in historical cities (Kazan, Bolgar, Sviyazhsk), restoration of monuments and improvement of public spaces give a good effect. Along with increasing the comfort of residents, the popularity of tourist routes is growing, the tourist flow in general is developing - today the republic host about 4 million tourists a year. Accordingly, the economy of these territories is also growing.
Minnikhanov spoke about the work of the permanent special interdepartmental commission to consider development projects in historical cities. He also appreciated the experience of interaction with UNESCO, and noted that Mintimer Shaimiev carried out the great work in this direction.
The Vice Mayor of Hangzhou (China) Sun Xudong also noted the relevance of the forum topic. He stressed that Kazan and Hangzhou have a rich historical and cultural heritage. «I hope that the forum and our strong friendship will promote further mutually beneficial cooperation in protection and use of architectural monuments», he added.
The session considered recent discussion examples of construction and renovation in historical city centres.
