On 16 February the Chairman of the regional State Council Farid Mukhametshin, the First Deputy Prime Minister of the republic Rustam Nigmatullin, members of the Security Council of the republic and heads of regional ministries took part in a meeting of the Tatarstan Security Council on issues of industrial enterprises human resourcing held by the Rais (Head) of Tatarstan Rustam Minnikhanov.
Speaking at the meeting, Rustam Minnikhanov reminded that earlier the Council considered the issues of human resourcing in 2021 but today the industry is facing new challenges and tasks. Quite often enterprises are taking care of the staffing by themselves and today we must solve an important task of developing measures to improve the employment policy, he said.
Reporting about the vocational training system, regional Minister of Education and Science Ilsur Khadiullin said that the republic has 99 vocational education organizations which released about 17 400 people in 2022, including about 11 000 for the real sector of economy. Since 2014 the republic is developing a network of resource centers, including 9 for the machine-building industry, training more than 10 000 students, the Minister said.
Having informed that the main human capital ordering customers are such enterprises as the KAMAZ Automaker, the Kazan Aircraft Plant and the Kazan Helicopter Plant, Yelabuga Automobile Plant and others, Ilsur Khadiullin said that due to the increased demand in specialists the Ministry is planning to increase the number of state-financed places in vocational colleges to satisfy the demand of industrial enterprises.
In addition by the demand from employers, the vocational colleges train specialists by “short time programmes (3 or 6 months), he said and added that there is a shortage of dorms as nearly 10 per cent of students are currently coming from neighbouring regions.
Speaking at the meeting, Tatarstan Minister of Industry and Trade Oleg Korobchenko reported about the current demand of enterprises of the republic in human capital and said that in 2022 first of all there was shortage of blue-collar specialists (59 per cent).
Summarizing the discussions of the meeting, Tatarstan Rais Rustam Minnikhanov stressed that first of all the issues of human resourcing are directly linked with the further development both of the industrial sector and the economy of the republic in the whole and gave an errand to take concrete steps to eliminate the shortage of specialists. He also gave an errand to corresponding ministries to consider the issues and prepare necessary documents for carrying out capital overhaul of a number of vocational colleges and schools, consider options for specialists training crash programs and the issue of construction of rent accommodation with the aim of attracting staff to the real sector of economy.
