Rustam Minnikhanov takes part in the first meeting of the Tatarstan State Council spring session

On 26 January Tatarstan President Rustam Minnikhanov and the Prime Minister of the republic Aleksey Pesoshin took part in the first meeting of the Tatarstan State Council spring session held by the Chairman of the Council Farid Mukhametshin.

One of the main among 20 issues discussed at the meeting was the draft law On Introduction of Amendments into the Constitution of Tatarstan.

Speaking at the meeting the Chairman of the Committee on State Building and Local Self-Government Albert Khabibullin reminded that last August the Parliament established a working group of brining the regional legislation in line with the federal constitution, the result of work of which has become the draft law introducing amendments into 6 out of 7 sections of the regional constitution and revoking 25 norms of it.

Having said that like many other key public and political constructions the Constitution is exposed to changes, the Chairman of the Commission gave detailed analysis to each amendment introduced into the Constitution.

Expressing the position of the Committee, Albert Khabibullin said “In our opinion the draft law is balanced and aligned as much as possible”.

The Chairman of the State Council of the republic Farid Mukhametshin supported the position of the Committee, stating: “Large work has been done. For more than half a year we have been discussing this issue at different platforms with participation of members of the Council, Presidential Office and representatives of the Prosecutor’s Office and I think we have found an admissible solution in this situation”.

After having approved the draft law in the first reading, the members of the Council held another meeting of the Committee on State Building and Local Self-Government, which considered it in the second reading and did not propose any additional changes. After Albert Khayrullin proposed to approve the draft law, the majority of the members of the Parliament supported it.

The draft law On Introduction of Amendments into the Constitution of Tatarstan shall come into effect right after it is signed by the President of Tatarstan and after its official publication.
